강릉지역 축제자원 활성화 방안 연구

국문 초록

지역축제는 그 지역을 대표 할 수 있고 지역주민의 정체성을 확립할 수 있을 뿐 아니라, 지역 경제를 이끌어 갈 수 있는 21세기 유망 산업이다. 이러한 문화적인 트랜드와 함께 우리나라에서는 1990년대부터 지역축제가 급격히 증가하였는데 그것은 지역에 있어 정치, 경제, 사회, 문화 등 각 방면에 많은 변화의 기폭제가 된 지방자치제의 실시 때문이라 할 수 있다. 즉 1991년 4월부터 지방의회가 주민들에 의해 구성되고, 1995년 7월부터 민선지방자치단체장 시대가 열리게 되면서 부터이다. 그런데 지방자치제도가 정착하면서 가장 괄목한 변화를 가져 온 것은 지방자치단체가 무엇인가를 해야 한다는 의식의 변화로 각 자치단체마다 경쟁적으로 지역 축제와 박람회, 전시회를 개최하게 만들었다. 따라서 본 연구는 경쟁적으로 지역축제가 추진되고 있는 상황에서 강릉지역에서 개최되고 있는 많은 축제들 가운데 겨울철은 해돋이 축제, 음력5월5일은 단오제, 여름철은 해변축제 등 국민들에게 잘 알려진 축제들이 있으나, 10월에는 축제 수는 많이 있지만 뚜렷하게 국민들에게 알려져 있는 축제들이 없다고 판단되고, 각 지방자치단체와의 축제 관람객 유치 경쟁에서 우위를 점하기 위해서는 강릉지역에서 개최되는 10월 축제 문제점에 대한 분석을 통해 지역 축제 활성화의 기본방향과 구체적인 정책 대안을 제시하는데 목적이 있다. 강릉지역 10월 축제에 대한 대표적 사례를 분석하여 이에 대한 문제점을 다음과 같이 지적하였다. 문제점으로는 축제의 특성화 미비, 축제프로그램의 획일성, 축제개최시기의 집중성, 축제재정의 영세성과 자립화 부족, 축제전문 인력의 부족, 축제의 관광자원화 미흡, 축제정책의 빈곤으로 문제점을 제시하였다. 이에 대한 해결방안으로는 선택과 집중이 필요, 사업화방안모색, 관광인프라 구축, 적극적 홍보마케팅, 전문가 양성, 평가시스템 구축을 제시하였다. 이러한 실천적인 실행방안을 제시해 강릉지역 10월 축제를 활성화함으로써 지역경제 및 지역사회통합에 촉진제 역할을 할 것으로 기대한다.

영문 초록

Regional festivals are one of the prominent industries that possess the possibilities that can represent local area, establish people's identity, and lead the regional economy in 21st Century. In accordance with this cultural trend, the number of regional festivals have been drastically increased since 1990s because of the adoption of provincial self-government system that triggered changes in numerous aspects including politics, economy, society, culture, and so on. That is, after local assemblies were founded in April, 1994 and the beginning of the regional councils based on popular vote in July, 1995. Incidentally, the most conspicuous change was closely related to the conscious level that the local government should make a definite action for the sake of regional development. So afterwards, each regional government has competitively begun to hold festivals, expositions and exhibitions. Therefore, this study substantially aims for the suggestions including possible political alternatives and fundamental directions in order to activate local festivities in Gangneung City by analyzing their own drawbacks generated from current festivals being held in October. Actually, there are a number of domestically popular major festivals ; New year-greeting festival (January 1st), Dano (May 5th, lunar calender), seashore carnivals (summer season). Nevertheless, most of the festivities in Gangneung are held in October, which are unpopular and sometimes almost unknown. Thus, problems deducted from the analysis on representative case are worthwhile to recognize for the better competitive power. Appeared current problems are inadequacy in specialization, uniformity of overall programmes, crowding in the period, deficiency in finance and self-sustenance, insufficiency in tourism infrastructure, and shortage of policies and experts for the festivals. As the solutions for these, necessity of business models, construction of tourism infrastructure, active promotional strategies, education for experts training, and creation of evaluation system are suggested in the thesis. Activation of the Gangneung festivals in October with the concrete implementation strategies forementioned will be expected to operate as a catalyst for invigoration of regional economy and local society integration.
