This study aims to review the legitimation processes of the Neo-confucian Ritualization of the early Koryŏ Dynasty, especially through the 「Sangpyŏng-eui-chang」 system and ‘the King's Recodes with the 「Jin-hyul」system, i.e. the disaster relief programs. 1. The relief system controlled by the government, called the Sangpyeong Eui-chang system, was a system through which living necessaries, such as grain, cloth, salt, seaweed, and pickled items that were stored in governmental warehouses, were distributed and then recollected after a period of time. This was a system that was not unlike today’s social security programs such as provision of real goods or the operation of a food bank, and it also was a system based upon currency circulation. 2. In records showing the government’s efforts to establish a legal device and a moral atmosphere for a social security program for unstable and incomplete families(widows and widowers, orphans), clearly mirrors the Goryeo people’s perspective of heaven, and their expectation of a king who should answer the heaven’s call and take good care of his own people. In other words, such records clearly show a Confucian idea of the Heaven’s order(天命思想). 3. On the other hand, the people at the time viewed natural disasters and atmospheric abnormalities to be the results of the heaven’s disappointment and anger over the King’s failure to fairly rule his country, and the subsequent sorrow and anger of the general population. It was considered to be sort of a losing of a balance. The philosophy of penalty theorized by the ‘Legal Philosophers(法家)’ stated that the suffers of the general population should be Iifted by social relief effofts(賑貸), and the civilians who benefited from those reIiefs should repay it, and otherwise pay the consequences if they did not. This kind of attitude regarding the concept of social relief, was clearly in contrast of the ‘King’s Way’ philosophy(王道思想) of 孟子, which instructed the person in power to love the hungry public(窮民救助) and help them unconditionally(惠愛安民), just like what was also stated in the Confucian theory of ruling a country benevolently(仁政). 4. The contents and style of the records of social relief actions which were issued during the early half period of the Goryeo dynasty and around the 11th century, also mirror the historical perspective(史觀) of the newcomer literates(新進士類) who led the establishment(立案) of political policies, legalization(法制化) and the construction of moral standards and protocols(禮敎化) during the early days of the Joseon dynasty. They also modeled the policies and rules after the Chinese examples.
