국문 초록

본 연구는 사회적 자본시장의 개념과 형성 및 발전과정을 소개한다. 사회적 자본시장은 사회적 자본을 강화하는 한 방식이며, ‘시장에 의한 전통적 자선부문의 조직’이다. 본고는 이에 기초하여 시민사회부문이 시장화 되는 과정을 시민사회부문의 자금공급자, 수요자, 중개자의 변화에 관점에서 파악하며, 그에 따른 비영리부문에서 유통되는 자금성격의 변화와 그것이 가지는 사회적 자본시장과의 관계를 탐색하였다. 비영리부문의 전통적인 자선지원형태는 개인투자, 윤리투자, 그리고 사회책임투자와 같이 점차 다변화되면서 사회적 자본시장의 공급층을 형성하고 있다. 사회적자본시장의 수요층을 형성하는 조직들도 전통적인 자선조직에서부터 다양한 형태의 비영리조직, 사회적 기업, 사회적 목적기업들로 변화하고 있다. 이들은 그랜트에 대한 의존을 줄이고 보다 안정적인 재원확보를 위해 노력하고 있다. 비영리부문의 시장화는 실제적인 자본시장의 형태인 사회적 증권거래소로 나타나고 있다. 브라질(BVS&A)이나 남아프리카공화국(SASIX)에서 제도화된 사회적 자본시장의 원형적 형태와 좀 더 시장형태에 근접한 북미(GREENSX)의 사회적 자본시장이 그것이다. 본고는 이들을 검토하고 사회적 자본시장이 갖는 한국에서의 함의를 검토하였다.

영문 초록

This paper concerns about the social capital market. The social capital market is one of several ways of reinforcing social capital. The paper introduces the concept, its formation, and the developmental process of the social capital market. The discourses related to the social capital market centers on organizing the traditional charity sector in terms of market mechanism. The traditional form of charity fund has been diversified into individual investment, ethical investment, and socially responsible investment, which increasingly consist of the supply side of the social capital market. Organizations such as non-profit organizations, social enterprises, and social purpose businesses make deliberate effort to financially independent and promote their sustainable development. These efforts induce these organizations into the social capital market and build up the demand side of the market. The archetypal form of the social capital market institutionalized in Brazil(BVS&A) and South Africa(SASIX) are discussed. Compared to these markets, the North American(GREENSX) market, more developed form of the social capital market, is explored. Finally, the paper discusses the implication of social capital market relating Korea.
