1. CONTENTS (1) RESEARCH OBJECTIVES This research is aimed at making some political suggestions that can make it possible for substitute land compensation to be expanded on the basis of the result analysis of the questionnaire survey of landowners and the uppermost limit of the present substitute land compensation system. (2) RESEARCH METHOD This study use frequency analysis and cross analysis by questionnaire survey of landowners. (3) RESEARCH FINDINGS This researcher believes that the substitute land compensation will expand and initially-aimed policy be fulfilled when there is an integration with the continuous research work on inquiry into the diversification of substitute land development project method, such as analysis of effectiveness in substitute land compensation, analysis of overseas cases, analysis of relations with land banking system, institutional & managerial supplementation, and use of substitute land Reits[Real Estate Investment Trusts], etc., role structure of private project promoter, and plan for securing profitability, etc. 2. RESULTS First, the real estate policy in our country has the most direct and greatest influence on the real estate market. In this context, there need to be much greater confidence in political effects and stronger promotion for the settlement of the substitute land compensation system. Second, what really matter and key points are a project promoter’s thorough business plan & the schedule for pushing ahead with the plan, promotional strategy, guidelines for implementation, inducement of private enterprises’ participation, transparency & consistent promotion in the process of doing business, strong will to put the project into practice, and its subsequent retention of reliability. Third, The application for substitute land will expand only when private enterprises’ expertise, technology, and financing ability are combined. Fourth, there should be an in-depth research work on the substitute land compensation with this study-conducted recent questionnaire survey as a momentum.
