영국 교육감 제도의 특징과 시사점

국문 초록

본 연구는 영국의 교육자치제도와 교육감 제도의 특징을 살펴보고, 우리나라에의 시사점을 제시하는 데 목적이 있다. 영국은 상이한 지방교육자치 제도를 가지고 있기 때문에, 본 연구는 먼저 영국의 교육자치제도의 역사와 기본 구조, 그리고 지방교육청의 교육감(교육국장)의 역할과 특징을 살펴보았다. 특히 영국의 경우 지방교육제도는 1902년 교육법에 의해 지방교육청(local educational authorities, LEAs)이 설립된 이래로 많은 변화가 있었는데, 지방교육청과 교육감의 권한 약화로 인해 중앙 정부, 지방정부 그리고 단위 학교 사이의 관계가 더욱 변화하였다. 따라서 영국의 교육감의 경우 지방교육당국의 권한은 더욱 감소되었으며, 반면 단위 학교의 자율성은 증가하였다. 이러한 변화의 관점에서, 영국 교육감의 특징을 이해하는 것은 우리나라의 중앙과 지방, 지방과 단위 학교 간의 지방교육제도와 교육감 선출 및 권한에 대한 정책 자료로 활용될 수 있을 것이다.

영문 초록

The purpose of this paper is to introduce characteristics of the local educational system and the director of education department in England and suggest the implications to Korea by interviews and literature study. Since England has different systems of local educational authority, the paper attempted to explore the history and basic structure of local educational system, and major roles and characteristics of the director of education department in the local educational authorities (LEAs). In England, The local educational system has changed since the establishment local educational authorities (LEAs) by the 1902 Education Act. In particular, The relations among the central government, LEAs, and school governing bodies was more changed by weakened roles of the director of education department. Thus the power of the local education authority has fast decreased and autonomy of the school governing bodies has enlarged. In this changes, this paper contributes to a understanding how characteristics of the director of education department are important in the development of the local education and superintendent system in Korea.
