국문 초록

열악한 북한인권상황에 대한 국내외적 관심이 고조되면서 북한인권 ‘문제’는 분단의 당사자로서 남북한 통합을 주도해나가야 할 우리에게 해결해나가야 핵심 ‘과제’로 대두되고 있다. 북한인권 ‘문제’를 해결하기 위해서는 북한인권 실태를 체계적으로 파악하고 축적해나가는 것이 전제되어야 한다. 그리고 외부의 북한인권 개선운동이 실질적으로 북한주민의 인권개선에 어느 정도 효과를 가져오고 있는 지를 지속적으로 평가할 수 있어야 한다. 미국과 일부 국제인권 NGO에서 분야별로 평가척도를 활용하여 세계인권상황을 평가하는 가운데 북한인권 상황에 대한 척도 평가가 이루어지고 있다. 그렇지만 국내적으로 일부 필요성이 제기되어 초보적인 관심이 제기되고 있으나 북한인권 상황을 체계적으로 평가할 수 있는 척도는 개발되지 못하고 있다. 따라서 유엔의 인권지수 등을 활용하여 북한의 실정을 고려한 북한인 권지수를 체계적으로 개발해나갈 필요가 있다.

영문 초록

As domestic and international concerns for the poor human rights situation in North Korea rise, the ‘problem’ of North Korean human rights is being regarded as a core ‘task’ for the Korean people in the divided nation who are to take the lead in promoting inter-Korean integration. In order to solve the ‘problem’ of North Korean human rights issues, first of all, it is a prerequisite to understand the situation of North Korean human rights and accumulate related data in a systematic way. And, second, it is necessary to evaluate in a regular basis the substantial effect that international movement to improve North Korean human rights would seemingly have on the reality of human rights conditions of North Korean people. Now, the United States and some international human rights NGOs evaluate the conditions of North Korean human rights based on international standards by which human rights issues worldwide could be interpreted and analyzed. It is, however, the reality that in a domestic context there is no systematic standard to evaluate the North Korean human rights situation although there is some rudimentary interest regarding it. Therefore, it is necessary to develop systematically North Korean Human Rights Index that could well reflect the reality of North Korea by using various human rights indexes of the UN.
