지적재조사를 위한 지적기준점 일원화 구축 방안

국문 초록

본 연구에서는 충북지역을 대상으로 지적재조사측량에 있어 가장 중요한 지적기준점 일원화 구축 시 발생될 수 있는 문제점들을 분석해 보고 이에 대한 구축방안을 고찰하여 봄으로써 지적재조사사업 추진 시 전국 통일망을 구축하는데 있어 기초자료를 제공하고자 하였다. 연구성과는 다음과 같다. 충북지역의 중부원점 지역과 동부원점 지역을 GPS관측 실험지역으로 선정하고 지적기준점에 대하여 관측을 실시한 결과 기존 성과와의 차이는 중부원점지역의 경우 X좌표의 RMSE는 ±0.2972m, Y좌표의 RMSE는 ±0.2699m로 나타났고, 동부원점지역은 X좌표의 RMSE는 ±0.4329m, Y좌표의 RMSE는 ±0.5399m로 나타났다. 중부원점지역과 동부원점지역 모두 성과는 비교적 양호하지는 않았으며, 특히 동부원점지역이 더 큰 오차를 가지고 있는 것으로 나타났다. 이와 같은 결과는 도해지역에서의 세계좌표 전환의 한계성과 전국적인 통일망 구축시 문제점으로 작용할 여지가 있다고 본다. 다만, 관측 전 예상했던 오차 수준 보다 전체적으로 m단위의 큰 오차가 발생하지 않은 것으로 나타나 이는 현행 도해지역에서 현형에 의한 조정방법으로 충분히 소거될 수 있는 범위에 있는 것이다. 따라서 세계좌표 전환과 전국적인 통일망 구축은 어렵다 해도 지적재조사를 대비한 국지적인(지역별) 지적기준점망 구축의 일원화는 물론 현장 적용 가능성은 있다고 판단된다.

영문 초록

Our study aimed at analyzing problems in unifying cadastral control point which is the most important element in cadastral re-surveying of Chung-Buk, and suggesting the solution of the problems, so providing basic data in unifying cadastral control point of South Korea. The results of our study are as follows. By observing cadastral control point after setting the central datum area and eastern datum area of Chung-Buk as GPS observed target areas, there are differences with the existing results in RMSE ±0.2972m of X-coordinate and RMSE ±0.2699m of Y-coordinate at the central datum area, and in RMSE ±0.4329m of X-coordinate and RMSE ±0.5399m of Y-coordinate at the eastern datum area. All results are not good, and especially the results at the eastern datum area show greater error. This shows the limit of converting global coordinate system at graphical map based area, and there can be problems in building a nation-wide standard network. Nevertheless, the scale of errors is below 1 meter and small, and this means that the error can be resolved by the current adjusting methods at the current graphical map based area. Therefore, the regional standardization of cadastral control point network for cadastral re-survey is feasible although converting global coordinate system and building a nation-wide standard network are difficult.
