여행비용접근법에서 수요위험과 소득변화에 대한 실증분석

국문 초록

여행비용접근법(TCM)은 시장가격이 존재하지 않은 자연환경재화의 가치측정에 사용된다. 자연환경재화는 공공재의 성격을 소유하고 있어 시장가격이 형성되지 않기 때문에 수동적 가지측정법을 사용할 수밖에 없다. 그 중에서도 경제주체의 선호를 비교적 정확히 파악할 수 있는 여행비용접근법이 주로 사용되고 있다. 호텔링(Hotelling)에 의해서 1947년 제안된 TCM은 수많은 연구에서 이용되었지만, 큰 발전을 이룩하지 못하고 있다. 특히 자연자원재화의 수요에서 발생하는 위험을 고려한 연구는 지금까지 되지 않고 있고, 소득변화에 따른 실증분석도 거의 없는 실정이다. 자연환경자원에 대한 수요도 일반재화와 동일하게 소비활동에 의하여 발생되는 경제주체의 효용증가에 대한 기대에 의하여 결정된다. 그러나 예상된 기대는 완전하게 충족되는 경우는 거의 없다. 특히 먼 거리에 있는 자연환경재화의 수요는 긴 여행시간을 요구하고, 그 재화의 효용에 대한 정보도 상당히 부족하다. 그러므로 일반재화보다 자연환경자원에 대한 수요는 의사결정의 위험이 상당히 높고, 그것이 수요에 미치는 영향을 분석하는 것은 대단히 중요하다. 본 연구에서는 기대가설 중 합리적 기대가설을 여행비용접근법에 접목하여 수요위험이 자연환경재화의 가치에 미치는 영향을 실증 분석하였다. 이는 평균방정식과 분산방정식으로 구성된 GARCH-M모형을 사용함으로서 가능했다. 여행비용접근법에서 사용하는 횡단면 형태로 구성된 자료를 자연환경자원의 수요자의 여행거리에 따라 초정하면 수요곡선은 계량경제학적으로 추정이 가능하다. 실증분석의 대상은 을숙도 남쪽부분 철새도래지이다. 실증분석에서는 수요곡선을 추정하고, 이를 이용하여 지역수요곡선을 유도하고 여행위험에 따른 수요자잉여의 변화를 분석하였다. 그 외에도 소득이 자연환경자원에 대한 수요에 미치는 영향을 분석하였다.

영문 초록

The importance of natural environmental resources has increased rapidly with economic growth. Only a passive measure method can be used for valuing natural environmental resources, because there are not any prices for these goods. Among others, the travel cost model can calculate consumer preference accurately. This method, developed by Hotelling in 1947, has been used in a lot of analysis, but has not been well developed. Especially the risk factor, occurring with natural environmental resource demand, has not been considered until now. The expectation of utility increase influences the demand for natural environmental resource like other goods. Expectation involves a risk factor. A demand on natural environmental resources, located at a distance, requires a lot of travel time, and an individual has only an imperfect understanding of the natural environment. Therefore, the risk of demand on natural environmental resources is higher than any other demand decision, and an analysis on risk factors has assumed very great importance. A risk of demand means a dissatisfaction of expectation and can be analyzed by adding up demand function and expectation hypotheses. There are the extrapolation expectation, the adaptive, and the rational expectation hypotheses. This research adopts the rational expectation hypothesis in the demand function. This can be made of GARCH-M, which possesses a mean function and a variance function. Cross section data, used in the travel cost model, can be used by econometrics analysis with arrangement in time series form. This study shows the possibility of an estimation of demand function with risk factors in combination with the derivation of the regional demand curve. The consumer surplus can be calculated by shifting the curve. This study also investigates the influence of risk factors on discount rates and on the conservancy investment of natural environmental resources. A survey of “Eulsukdo” in Busan city was used for the empirical research. With the estimated individual demand curve, the regional demand curve was drawn and the consumer surplus was calculated. 〈Tabel 7〉 and 〈Table 8〉 show the present value of “Eulsukdo” with variation of risk and income factor separately. For example, if the present value amount is 4,765,797 ten thousand Won with a 2% real income growth rate and 4% discount rate, then it goes up 4,808,688 ten thousand Won with a 1% decease in risk factor.
