국문 초록

본 연구는 최근, 재가 장애인 및 노인을 위한 장애인 활동지원제도의 도입과 복지정책의 확대시행에 따라 장애인과 노인을 위한 복지시설의 수가 크게 증가하고 있으나 이러한 사회적 요구에 대해 정보화 기기적 측면에서 재가 복지 시설의 서비스 개선을 유도하고 그 신뢰도를 분석 평가할 수 있는 정보화 장치를 제안하고자 하였다. 본 연구에서 구현된 복지 서비스 점검 및 확인시스템은 소형의 RFID 장치와 태그 및 PC 인터페이스를 위한 장치 및 PC 모니터링 소프트웨어로 구성 되었으며, 교통카드에 적용되는 RFID 리더 기술인 13.56㎒ 대의 무선 응용기술을 접목함으로써 순회 점검용 장치에 요구되는 소형, 경량화 및 저전력화의 기술적 문제를 해결하였다. 특히, 본 시스템은 모니터를 통하여 서비스 요원에 의해 실시된 서비스 결과와 관련하여 방문유무, 서비스 분야 및 종류, 서비스 시간과 같은 정보를 점검 및 확인 할 수 있도록 하였다. 그 결과 본 연구에서 제안한 시스템이 장애인 및 노인을 위한 재가 복지 서비스의 신뢰도를 개선할 수 있는 수단으로서 표준적 설계의 원형이 될 수 있음을 확인하였다.

영문 초록

Recently, according to the introduction of long-term care insurance and implementation of the welfare policy for the disable and the elderly person, the number of welfare facilities for the disable and elderly living at home is increasing rapidly in Korea. But there has been no research yet that presented the information devices that it is possible to analyze and estimate the its confidence for these social services. This paper is concerned about this specific situations and undertaken to offer an effective method to improve the confidence of the welfare residental care service from the information instrument’s viewpoint. The check-up & monitoring system for the residental care service that implemented in this paper is composed of the small size RFID device and tag, PC interface and monitoring software. And also, the applicable technologies combined with 13.56㎒ band-with for rfid Reader overcomes the technical difficulties of small size, light weight and low-power dissipation. Especially, this system makes it possible to check and monitor informations such as checking on whether of real visits, fields, time and periods for service in terms of the care service outcome performed by service personnel. As a result, it is expected that the system proposed in this paper will be able to be an standard prototype as the valid means to improve the confidence index of the welfare residental or In-home care service.
