저출산과 인구고령화의 상관관계

국문 초록

본 연구는 출산력 변화가 인구고령화에 어느 정도 영향을 미치고 있는지를 계량적으로 분석하여 두 인구학적 현상 간의 상관성을 측정하고자 하였다. 이를 위하여 조성법을 적용하여 인구추계를 실시하였다. 구체적으로 출산력 변화에 대해 총 8개의 시나리오를 설정하고 국제이동 및 사망력 변화를 통제하여 인구추계를 실시한 결과를 이용하여 향후 인구고령화 수준의 변화를 세 가지 결정요인(기존의 인구구조, 출산력 변화, 사망력 변화)으로 분해하였다. 분석 결과, 출산력은 회복 수준이 낮고 더딜수록 향후 인구고령화 수준을 높이는 데에 기여도가 클 것으로 예상된다. 시나리오 간 인구고령화에 대한 기여도는 1~30%로 큰 편차를 보였다. 인구고령화에 대한 기존 인구구조의 기여도는 70~80%대로 압도적이며, 사망력의 기여도는 15~20% 수준으로 나타난다. 이와 같은 분석 결과를 토대로 시사점 및 정책방안을 제시하였다. 첫째, 인구고령화를 완화시키기 위해서는 출산율을 조기에 높은 수준으로 회복할 필요가 있다. 둘째, 상당수준의 인구고령화는 기존의 인구구조에 의하여 필연적으로 발생할 것으로 전망되므로, 출산율 회복정책과 더불어 고령사회에 대응한 체계적이고 종합적인 정책적 노력이 경주되어야 한다. 셋째, 사망력의 개선에 따른 인구고령화는 노인인구의 고령화를 촉진함으로써 후기고령인구에 대한 사회시스템 개선 및 보건의료 인프라 구축 등 노력이 긴요하다. 넷째, 저출산과 인구고령화에 따른 성장동력 약화 및 사회 보장부담 증가 등에 대응하여 출산율 및 인구고령화 수준에 따라 출산율 회복정책, 여성인력활용 정책, 고령자활용정책 및 외국인근로자 활용정책 간에 최적 조합이 긴요하다.

영문 초록

This study aimed at measuring the correlation between fertility level and population aging to qualitatively identify to what extent the fertility affects the aging of population. A population projection technique, which is called cohort component method, was applied with eight scenarios or assumptions on the basis of fertility change and controlling international migration. The change in population aging was decomposed into three factors namely the previous age structure, fertility change and mortality change. As a result, at the lower and slower the fertility level will be recovered. the more the fertility will increase the population aging. The contribution to the population aging by fertility change was measured between 1% and 30% among eight scenarios. The contribution to the population aging by previous age structure was measured between 30% and 70%. The contribution to the population aging by mortality change was measure between 15% and 20%. The suggestions from this study can be made as follows; Firstly, the fertility level should be recovered higher and speedier to more substantially alleviate population aging. Secondly, the considerable level of population aging will be attributable to the previous age structure and hence the policies responding to the aged society should be strengthened together with policies for recovering fertility level. Thirdly, the increase in population aging accounted for by the mortality improvement will accelerate the aging of the elderly, for which the improvement of social systems and establishment of health and medical infrastructure need to be the more elaborated. Lastly but not least, the best policy mix among fertility recovery, activation of woman and the elderly manpower, and influx of the foreigner laborers should be made in response to lack of growth engines along with low fertility and population aging.
