중국의 대북정책과 한국의 대중 ‘적극외교’

국문 초록

최근 중국은 자국의 핵심적 이익을 국가주권, 국가안전, 영토보존, 국가통일로 제시하고 있다. 중국은 명목상으로는 평화발전을 위한 대외협력과 조화세계를 표명하고있다. 그러나 실제에 있어서는 강대국 지향 자세를 노골화하고 있다. 그러한 주장은 첫째로 외교정책 문제와 관련되며, 둘째는 직접적으로 실력행사를 통해 영토문제에 개입하고 있는 사실에 근거하고 있다. 중국은 미래 국제질서와 관련하여 과거 ‘도광양회’의 수세적 대외전략에서 벗어나, 보다 적극적이고 능동적인 ‘유소작위’와 ‘화평굴기’를 표방하고 있다. 중국의 이러한 대외 지향이현 단계에서 미국 및 일본의 국익과 상충될 소지가 있을 뿐만 아니라 한반도에도 부정적 영향을 미치기 때문에 염려되고 있다. 중국이 천안함 및 연평도 사건을 둘러싸고 보여준 태도는 분명 ‘책임 있는 강대국’으로서가 아니라 무책임하고 졸렬한 덩치 큰 나라의 우둔함에 불과했다. 중국은 이로써 입장을 확실하게 밝힌 셈이다. 중국의 대북정책 요지는 일방적인 북한 비호와 북핵에 대한 이중적 태도이다. 때문에 한국은 중국을 상대로 ‘적극외교’를 펴나가야 한다. 첫째, 핵문제 해결과 남북관계 개선 그리고 한반도 평화정착을 위한 중국의 건설적 중재역할을 계속해서 요청한다. 둘째, 북한의 대미ㆍ대일 관계개선에 대한 중국의 적극적인 지지를 유도해야 한다. 셋째, 북한의 개혁ㆍ개방과 정책변화 유도를 위한 중국의 영향력 행사를 강력하게 촉구한다. 넷째, 동북아 ‘다자평화협력대화’에 대한 중국의 적극적인 참여를 유도한다. 대중 ‘적극외교’는 북한요인이 존재하는 계속 추진되어야 한다. ‘적극외교’가 추진되어 중국과 북한 양국의 군사동맹 성격이 희석될 수 있게 되면 향후의 통일과정에서도 그 실용성을 인정받게 될 것이다. 또한 이로 인해 동북아와 세계평화의 진전에 이정표를 세우게 될 것이다.

영문 초록

Recently China has announced its core national interest as national sovereignty, national security, territorial maintenance and national unification. Even though China claims to stand for the cooperation and harmonious world for peaceful development, but in reality, its desire for becoming the global power becomes more obvious. China seeks for peaceful rise by strengthening its forces. Majority of its people accept it reasonable. To become the global power is ‘Yousuo Zuowei’ and ‘Taoguang Yanghui’ is its unique isolation policy. China’s attitude towards Cheonan sinking and bombardment of Yeonpyeong was obviously not the one of ‘responsible global power’ but the one of irresponsible and naive unwiseness. China has defined its position with it. South Korea needs to engage in positive diplomacy towards China. With ‘positive diplomacy’, we can expect it’s result in denuclearization and relaxation of military tension in the Korean peninsula. Korea’s ‘positive diplomacy’ towards China shall be practical omni-directional diplomacy, which is linked to the future of the Korean peninsula. It will also be helpful for South Korea’s national security and its national interests just like alignment diplomacy with the US. ‘Positive diplomacy’ towards China must be sustained as long as there remains North-Korea facts. If China-North Korea’s military alliance can be diluted with ‘positive diplomacy’, its practicality will be recognized in the process of Korean unification in the future. In addition, it will provide a new milestone to the progress of peace in Northeast Asia as well as in the world.
