국문 초록

주한미군 철수 결정시 철수의 전제조건은 주한미지상군 없이도 한국이 미 공군과 병참지원만으로 북한에 대한 억지를 할 수 있다는 것이었다. 하지만 1979년 초반에 공개된 미 군사 지도자들의 북한 군사력에 대한 재평가는 이러한 기존의 가정과 전제조건이 잘못되었음을 나타냈다. 1979년 2월 철수 보류 결정 시, 철수 보류 발표 후, 한미정상 회담 시 등을 기준으로 최근에 비밀 해제된 한국의 외교사료를 중심으로 북한 군사력 재평가를 분석하여 다음과 같은 결과를 도출하였다. 우선, 1979년 1월 초, 아미타임스의 북한 군사력에 대한 공개이후, 미행정부와 의회 및 군부 간에 재평가에 대한 논의가 계속되었다. 하지만 시간이 경과할수록 주한미지상군만이 북한을 억제할 수 있다는 결론이 의회와 군부에서 동일하게 도출되었다. 따라서 카터 행정부는 1977년에 결정하였던 주한미군 철수정책에 대한 기반을 잃어버렸다. 결국, 이상의 논의를 통해 볼 때 주한미군 철수 중지 결정에 있어서 1차적인 원인은 북한 군사력에 대한 재평가였다.

영문 초록

The possible withdrawal of USFK from ROK peninsula is based on the premise that ROK is capable to deter North Korean forces with only USAF and US Military logistics support without USFK. But according to the declassified reassessment of the combat power of North Korea by the US military elites in early 1979, it became apparent how the premise was misguided. Based on the declassified diplomatic documents from the decision and after the announcement of hold withdrawal in abeyance of USFK on February 1979 and the ROK-US summit, I have analyzed the assessment of North Korea’s military power by the US military elites and came to a few conclusions. First, after the release of North Korea’s military power on the Army Times, continued discussion about it resonated in the US government, congress, and the military. But after a while, the congress and the military came to a conclusion that only USFK can deter North Korean forces and naturally, the Carter Administration lost its ground to withdraw USFK from the peninsula. In conclusion, the first causal factor behind the withdrawal halt was the reassessment of the North Korea’s military power.
