영문 초록

This study analyzed the effects of intergovernmental grants on local. central and general government expenditures using annual time-series data from 1970 through 1997 in order to test the dual-illusion and non illusory models of the flypaper effect in Korea. The empirical results show that there is the flypaper effect in local, central and general government expenditures. However, the grant variable has the expected sign, but is not statistically significant in the dual-illusion model of central government expenditure. The implications of this paper are as follows. First, unit root and cointegration tests need to be performed for analyzing the expenditure effects of unconditional grants. Second, the general equilibrium framework incorporating the dual illusion of voters is very useful. Third, the fiscal illusion model of the flypaper effect should include the dynamic process (adaptive mechanism) by which an illusory equilibrium can be achieved. Finally, the expenditure effects of grants have to be considered in the process of designing intergovernmental grants.
