도서의 ‘환경지수 표시’ 에 대한 제안 연구

국문 초록

오늘날 인쇄출판 산업의 당면과제로 미디어 환경의 변화에 따른 영상매체와 휴대폰 등에 길들여져 있는 독자들에게 독서의 소중함을 일깨워 책 읽는 습성을 되찾게 하는 것도 중요하지만 녹색산업으로 탈바꿈시키는 문제도 중요하지 않을 수 없다. 본 연구는 환경문제를 바탕으로 각종 도서에 환경지수(이산화탄소 배출량)의 표기가 필요하다는 판단을 전제로, 이의 도입을 위한 기초자료를 제공하는 것을 연구의 목표로 하였다. 본 연구의 연구결과를 요약하면 다음과 같다. 1. 인쇄용지에서 이산화탄소 배출량의 산출은 Koljonen(2008)의 각 기관 자체 수행 조사 보고서를 토대로 산출할 수 있었으며 인쇄용지의 이산화탄소 배출량은 평균 0.97g 이었다. 2. 인쇄잉크에서 인산화탄소 배출량의 산출은 연구조건상 산출하기 어려웠으나 Koljonen (2008)이 각 기관 자체 수행 조사 보고서를 토대로 산출한 값으로 대신할 수 있었다. 3. 인쇄과정에서 이산화탄소 배출량의 산출도 Koljonen(2008)의 보고서를 토대로 산출할 수 있었으며 인쇄과정에서의 이산화탄소 배출량은 평균 0.27g 이었다. 4. 종별 도서에 이산화탄소 배출량을 표시하기 위한 제도 및 법적 근거의 도출은 우리나라의 경우 저탄소 녹색성장 정책에 대한 법적, 제도적 기반 마련을 위한 <저탄소녹색성장 기본법>이 제정되어 있는 등 법적 근거가 마련되어 있었다. 이로써 각종 정책과 제도를 바탕으로 도서에 이산화탄소 배출량(환경지수)을 표기하는 것이 가능하다고 생각된다. 그러나 더 완벽한 산출방법이 연구되어야 하고 제도적 개선책 또한 개선되어야 할 것이다.

영문 초록

The publishing/printing industry that makes books also causes greenhouse gas, which is an environmental harmful material, along with almost all sectors of industry. In management of companies, except the Green business, concerns for the environment and the continuous management of other businesses that are not related to the Green business cannot go through well while Green growth is rising. So, if the regulation of carbon dioxide emissions is seriously made up, the worth of paper will get higher, and the publishing/printing industry will be in a situation where they have to cut down on the amount of paper their company uses. As an urgent problem, facing with today’s publishing/printing industry, it is not only important to arouse people to realize the importance of reading books and make them have a habit of reading books, but it is also important to change industries into a new form of green businesses. This study, with these urgent problems, focuses on objectives that provide basic information in order to institute a way of marking carbon dioxide emissions, made by publishing and printing various books, based on the thought of needing to have a way. Subject for inquiry 1: The emission of carbon dioxide on the printing paper is estimated, based on Koljonen’s (2008) survey conducted by various industries, and the average emission of carbon dioxide of printing paper is about 0.97g. Subject for inquiry 2: The emission of carbon dioxide was difficult to estimate in this study condition, but it could be done by the calculated price based on Koljonen’s survey conducted by various industries themselves. Subject for inquiry 3: The emission of carbon dioxide could be estimated during the process of printing with Koljonen’s (2008) calculation of emissions of carbon dioxide, and the average emission of carbon dioxide is 0.27g. Subject for inquiry 4: In Korea, systems and a logical basis for marking emission of carbon dioxide on books classified are prepared enough. For instance, the ‘Fundamental law of carbon green growth’ is enacted for providing legal and institutional groundwork about low- carbon green growth policy. With this, we think it is possible to mark the emission of carbon dioxide(environmental land mark) on books based on the various systems and laws. However, we need to study more detailed estimating methods and focus on preparing institutional corrective measures due to the restriction of this study. Here are some restrictions of this study below. First, there are more environmental facts in the process of making books than facts this study showed, like printing paper, printing ink, and the printing process. Secondly, the form of book production processing is changing fast from paper to digital. Thirdly, the estimating method of carbon dioxide emissions was intolerant. However, the meaning or outcome of this study is from a discussion about printing publication related to the environment and has begun in Korea through this study. I hope, taking from this study, the discussion of the printing publication related to environment will be continued and we will promote the realization of the production environment of the environmentally-friendly printing publication.
