국문 초록

이 글은 동ㆍ남 중국해에서 도서분쟁의 원인을 분석해 보고 미래를 전망해 보는데 그 목적이 있다. 도서분쟁의 원인은 근본적인 원인과 도서분쟁을 촉발시킨 원인, 그리고 도서분쟁의 빈도와 강도에 영향을 미친 전략적 원인으로 대별된다. 근본적인 원인은 식민지의 유산과 그 종결과정에서 발생한 것이며, 촉발원인은 막대한 경제 및 지전략적 이익을 보장하는 유엔해양법 제정 때문이다. 도서분쟁의 빈도와 강도에 영향을 미치는 원인은 동남 중국해를 둘러싼 이해당사국들의 전략으로부터 기인된다. 도서분쟁을 전망함에 있어 근본적인 원인과 촉발원인은 미래를 전망하기 보다는 과거를 설명해 주는 변수이며 미래에도 변화되기 어려운 상수로 남게 될 것이다. 그러나 이해당사국들의 전략은 과거는 물론 미래에도 도서분쟁의 빈도와 강도에 영향을 미치는 변수로 작용할 것이다. 2010년 이후 동남중국해에서의 도서분쟁에 대한 중국의 전략은 화평발전과는 거리가 멀었다. 도서분쟁에 대해 중립을 유지해 왔던 미국도 항해의 자유를 주장하고 특정국가의 입장을 지지함으로써 이해당사자로 등장하기 시작했다. 이로써 이 지역에서는 중국 대 미국이라는 갈등 구도가 나타나기 시작했다. ‘핵심이익’을 보호하고 태평양으로 진출하기 위한 중국의 전략은 오바마의 아시아 재관여정책과 충돌할 수밖에 없다. 그러나 이 지역에서의 갈등은 양 강대국의 전략적 상호작용으로 인해 열전보다는 냉전의 형태로 나타날 가능성이 있다. 이렇게 되면 동남 중국해에서의 도서분쟁은 현상이 크게 변경되지 않는 범위 내에서 차가운 평화가 상당기간 지속될 가능성이 높다.

영문 초록

The purpose of the article is to analyze the causes and prospects of islands conflict in the South and East China Sea. The causes of islands conflicts can be divided into three categories: fundamental cause, precipitate cause, and strategic cause. The fundamental cause is originated by the legacy of the colonization. The precipitate cause derives from the legislation of the UNCLOS. At same time, the strategic cause influences frequency and intensity of the conflict. The fundamental and precipitate causes are constant variables to explain past occasions, but the strategy of the stakeholder is the only variable influencing frequency and intensity of the conflict in the future as well as in the past. The strategy of China protecting core interest and advancing into the Pacific Ocean clashes with the strategy of the USA pushing re-engagement policy in the East Asia. The probability of the conflict, however, will not show up as the type of hot war but the cold war in the near future by the strategic interactions of the two countries. Therefore, islands conflict in the South and East China Sea will force the continuation of the cold peace for a quite long time without any important change in current situation.
