The purpose of this study is to present some Implications of performance assessmeat by acknowledging the tendency how it reacts to four aspects such as rationality, credibility, effectiveness and efficiency among policy assessment elements in order to analyze what is the cause for problem took place. In order to accomplish the purpose of this study questionnaire sheets for performing assessment of 87 elements in the 15 areas were prepared and statistically processed upon receipt of answers. That is to say, classified to 4 groups and analyzed in accordance with 11 factors of the 87 questions : According to tendency by groups, group I indicated for neutral tendency in rationality and effectiveness and in the credibility and efficiency negative tendency was indicated and, group Ⅱ & Ⅲ indicated affirmative tendency for all the four standards and group Ⅳ indicated negative tendency by all four standards. The conclusion obtained as a result is as follows : According to tendency by group of enforcement of performance assessment, the feature of group indicated the affirmative tendency has intimacy between the leader and learners and zone of sympathy was formed between them, learning atmosphere is good and the teaching is interesting, mutually reliable and has feature to devote to search for as utilizing the media. The feature of group that indicated negative tendency the learners have negative self-concept, the teaching activity is dispersed, learning environment is insufficient, the leader has insufficient understanding to attitude and developmental phase of learners and indicated such feature as lack of equilibrium. Since therefore, when contrast with the assessment standard the affirmative tendency will be kept recommended however, countermeasure for transfer of direction for the negative tendency will be necessary. As for the countermeasure. 1) Countermeasure to suitableness problem of possibility for enforcement of performing assessment at multiple students class is required as per the rationality factor. 2) In the credibility factor solution for lack of consistency problem to cope with appropriate measure is difficult since the educational policy is too frequently change. 3) As for effectiveness & efficiency factors need to have countermeasure as they show suspicious reaction to the computed effects as more costs were invested to. Alternative to the problem as pointed out hereinabove has to be established and, to apply teaching-learning guidance and conduct performance assessment by accepting opened education or Holistic Educational spirit it will be improved to the direction to have more affirmative tendency.
