가정폭력 피해자 사례관리 역할 수행에 대한 전문가 의견조사

국문 초록

본 연구는 가정폭력 피해자 중심의 서비스 전달과 관련하여 실천현장에서 사례관리가 중시됨에 따라 관련 전문가를 대상으로 사례관리 실태를 조사하고자 하는 데 목적이 있다. 이를 위해 여성긴급전화1366센타(전국 16개 권역), 가정폭력상담소, 가정폭력피해자보호시설(경상남도, 부산, 울산)에 종사하는 상담원을 대상으로 설문지 조사를 실시하였다. 연구 결과를 요약하면 다음과 같다. 첫째, 사례관리 실시 여부에 대해서는 59.7%가 실시하지 않는다고 응답했는데, 그 주된 이유로는 사례관리 실시 재정 부족과 인력 부족, 지역사회 지원체계의 부족에 대한 어려움 때문인 것으로 나타났다. 둘째, 가정폭력전문상담원이 속한 기관 유형에 따른 차이를 살펴보았을 때, 가정폭력상담소 및 가정폭력피해자보호시설이 여성긴급 전화1366센타에 비해 사례관리 역할을 더 많이 수행하는 것으로 나타났다. 또한, 가정폭력상담원의 학력, 사회복지사 자격증 유무, 전문가적 태도에 따라 사례관리 역할 수행에 차이가 있는 것으로 나타났다. 상담원의 학력에 따른 차이에 있어서는, 대학교 졸업자가 가장 많이 하고 있는 것으로 나타났다. 사회복지사 자격 유무에 따른 차이에 있어서는, 옹호자의 역할에 있어서만 사회복지사 자격이 있는 경우가 없는 경우에 비해 더 많이 하는 것으로 나타났다. 전문가적 태도에 따라서는 전문가적 태도가 높은 경우가 낮은 경우에 비해 역할 수행을 더 많이 하는 것으로 나타났다. 셋째, 사례관리 역할 수행에 영향을 미치는 변인으로 일반적 특성과 전문가적 태도 요인 모두를 동시에 고려한 결과, 기관은 조정자와 평가자의 역할 수행에 유의미한 영향을, 사회복지사 자격증 유무는 상담자와 평가자 역할 수행에, 전문가적 태도는 다섯 가지 역할 모두에 유의미한 영향을 미치는 것으로 나타났다. 이상의 연구결과를 바탕으로 사회복지실천적 함의에 대해 논의하였다.

영문 초록

This study aims to examine the actual status of case management with related experts as case management becomes highlighted in the practical spots regarding the provision of services focusing on domestic violence victims. To attain the goal, this research conducted a survey to counselors working at women’s emergent call 1366 centers (16 range spheres nationwide), domestic violence consultation offices, and shelter facilities for domestic violence victims (Gyeongsangnam-do, Busan, and Ulsan). The study results can be summed up as shown below. First, regarding the execution of case management, 59.7% answered they did not practice it, and the chief reasons were shown as difficulties resulted from lack of finances to execute case management, lack of manpower, and lack of local community’s support system. Second, the result of examining whether the performance of roles for case management differs by the types of the institution which the counselor specialized in domestic violence belongs to, academic background, acquisition of social worker’s licenses, and expert’s attitudes shows that it differs by the subdivided roles. About the difference by institutions, domestic violence consultation offices and shelter facilities for domestic violence victims perform more roles than women’s emergent call 1366 centers. Regarding the difference by the counselor’s academic background, college graduates working for it were the most. With regard to the difference by the acquisition of social worker’s licenses, only the supporter’s role works more when they have a social worker’s license than not. About the expert’s attitudes, when they have high expert’s attitudes, they play more roles than when they have low ones. Third, About the performance of five roles, institutions significantly affect mediator’s and evaluator’s role performance, acquisition of social worker’s licenses significantly affects counselor’s and evaluator’s role performance, and expert’s attitudes significantly affect all the five role performances. Based on the above study results, this paper discusses practical implications for social welfare.
