국문 초록

본 연구는 현행 표준정원제로 책정되는 시ㆍ도교육감 소속 공무원 정원 추정 방식을 총액인건비제로 전환할 경우 활용할 수 있는 산식을 개발하는데 목적을 두고 수행되었다. 이러한 연구 목적을 달성하기 위해 본 연구에서는, 총6개의 교육행정 수요 변수를 포함한 회귀식과 보정식을 사용하여 산식을 개발하고, 산식에 따라 추정되는 총정원 규모를 비교 분석함으로써 향후 정책 결정시 활용가능한 시사점을 도출하였다. 본 연구에서는 먼저 다중회귀모형과 혼합모형으로 구분한 후, 혼합모형은 각 변수별 동일가중치안과 차등가중치안으로 세분함으로써 총3개의 정원관리 산식모형을 개발하였다. 그런데 산식을 적용하여 도출된 총정원의 시·도교육청간 편차가 심하여 2010년도의 표준정원을 그대로 인정하는 기본가정 하에, 총정원을 고정시킨 상태에서 시ㆍ도교육청간 정원을 조정하는 보정대안을 도출하였다. 연구결과, 본 연구에서 검토한 산식의 각 대안들은 장ㆍ단점을 모두 지니고 있으나 정책수용성 측면에서 볼 때, 그리고 향후 발생하는 교육행정 수요를 감안해 볼 때, 혼합모형 중에서도 현재 표준정원 범위 내에서 학생수의 가중치를 줄이고 학교수에 가중치를 더 부여한 보정대안이 가장 바람직하다고 평가하였다. 나아가 본 연구의 한계점을 고려하여 향후 정원관리 산식개발시 직무분석에 의한 보완 및 단위학교 직원 배치기준 등 고려, 새로운 행정수요 반영, 교육전문직을 포함하는 것이 필요함을 제언하였다.

영문 초록

The purpose of this study was to develop the personnel management equation of the provincial educational authority (PEA) that would be used in the case of transfer from the current standard quota system to the lump-sum personnel expenditure system. To do so, the study developed 3 equations and 3 correction equations by using multiple regression model and mixed mode with variables of educational demands, and suggested policy implications by analyzing comparatively the number of total personnel resulted from the equations. The study developed multiple regression model and mixed model, and then classified the mixed model by the same weight method or the different weight method. These 3 equations were used for developing 3 other correction equations in the same condition of 2010 standard personnel because there were high numerical deviations of total personnel of PEA as a result of the equations. As the results of the study, it is suggested that the most proffer equation from the viewpoint of policy acceptability was the mixed model that was developed by decreasing weight of number of students and increasing weight of number of schools, although there were 6 equations that had strengths and weaknesses of respectively. It is important that a necessary complement by job analysis, consideration to arrangement standard for schools' officials, the future educational demands and the inclusion of educational supervisors should be included in the future personnel management equation development, because this study has limit to do so.
