한반도 통일비용과 그 최소화 방안

국문 초록

본 연구의 내용은 지난 기간 햇볕정책을 추진하는 과정에서 강조되었던 ‘교류협력과 통일비용’의 문제를 비판적으로 논의한다. 이어서 분단비용과 통일비용, 통일이익의 연계 속에서 통일비용을 전체적으로, 이론적으로 그리고 종합적으로 조감하고 있다. 지난 기간의 통일비용론은 통일비용과다론에 기초하고 있다. 그러나 통일비용 과다론은 ‘통일비용 발생 요인’ 및 ‘과다근거’를 찾기 어렵다는 비판에서 벗어나지 못하고 있으며, 따라서 그들이 주장하는 통일지연론을 그대로 수용하기 어렵다. 통일비용은 분단비용 때문에 발생한 것이며 통일과 동시에 줄어들기 시작한다. 분단비용은 시간이 갈수록 증가하는 속성을 갖고 있기 때문이다. 따라서 통일은 빠를수록 좋다. 우리에게 있어서 통일조기론이 합리적이다. 만에 하나 북한에 의해 통일이 되었을 경우 통일비용은 엄청나게 늘어난다. 왜냐하면 분단비용의 거의 대부분이 북한에 의해서 발생되고 있어 북한이 사라져야 통일비용 발생의 주범인 분단비용도 줄어들기 때문이다. 또한 통일 이후 그동안 이룩한 남한경제마저 후퇴하면서 통일이익이 발생하는 것이 아니라 통일손실이 나타나게 된다. 따라서 통일비용을 감소시키는 바람직한 통일방안은 자유민주방식에 의한 평화통일방안이 유일하다. 이것은 남한의 통일방안이다. 특히 최근과 같이 북한이 붕괴의 조짐을 보이고 있는 상황에서 통일비용을 최소화시키는데 있어서 중요한 것은 통일의 기회가 왔을 때 이를 피하지 말고 능동적으로 나서야 한다는 것이다.

영문 초록

The study on Korean unification cost is still in an early stage in Korea. By this time, this field is really lagging behind in study because theoretical system or logics cannot easily have been found. Now, theory of Korean unification cost is only centering around the excess of the cost scale. Moreover, depending on this logical point of views, it is argued that Korean unification should be delayed for a given period of time. But the assertions cannot be accepted because of a lack of theoretical system or formulation of philosophy. Defining as Korean unification cost, It is caused by Korean division cost, which distinctive phenomena of Korean division, for instance national insecurity, conflict, confrontation between South and North etc., makes. And dynamically, Korean division cost can be proved to exhibit a tendency to increase according to the flow of time. In contrast to it, Korean unification cost may be transcendentally induced to show a tendency to decrease according to the flow of time. Therefore, The sooner Korean unification reach, the better is. That's earlier unification is economical and rational in the Korean peninsula. Particularly, We need to be noteworthy that the unification by North Korea bring about an enormous unification cost. And the unification by North Korea may surely give rise to unification cost or unification loss. Accordingly we should take the initiative in Korean unification issue when the opportunity reach to Korea.
