국문 초록

한국은 지금 대·내외적으로 많은 요인들로 인해 다양한 상황에 직면해 있다. 외부적으로는 한·미동맹의 새로운 전환, 미군사력의 감축과 후방지역으로의 철수, 북한 핵문제 및 중동문제로 인한 고유가 시대, 반미감정과 안보불감증에 따른 안보위협 등 많은 어려운 문제들이 산재해 있다. 게다가 국가안보의 개념이 경제·사회·문화 등 전 영역에 걸쳐 다변화되고 있기 때문에, 현 경찰의 냉전형 국가안보 대응시스템을 유동적이고 세계화된 국제안보에 효과적으로 대응할 수 있도록 기능간 조정과 개편이 필요한 상황이다. 따라서 이 연구의 목적은 국내·외 안보환경의 현황을 살펴보고 이에 대응중인 현 경찰의 안보시스템의 문제점을 파악하여 향후 나아가야할 비교적 구체적인 발전방안을 제시하고자 하는데 에 있다. 그 발전방안으로는 경찰의 대테러 현장대응역량의 강화와 헌법수호를 위한 보안경찰의 정비, 안보관련 조직과 기능을 전면적으로 개편하는 구체적인 정책의 마련 등을 제시할 수 있다.

영문 초록

The Korea has faced in circumstance that is various by leading persons that is many now externally domestically. A lot of difficult problems such as national security threat by Korea and new transfer of American alliance, reduction of U.S. Armed Forces desperate effort and withdrawal of hinterland, North Korea nucleus problem and high oil prise age by Middle East problem, bad American emotion and national security frigidity have been spread externally. In addition, because concept of national security is changed over economy·social studies·culture all areas including, present police national security confrontation system is circumstance that control and reorganization between function are necessary so that can correspond effectively in international national security that is ambivalent and is globalized. Therefore, purpose of this research wishes to present specific development plan grasping problem of national security system of the present police that is examining present condition of domestic and outside the country national security environment. By development plan, There is Spot confrontation ability strengthening of police about Terror, Repletion of public-security police for the Constitution protection, national security connection formation and preparation of specific policy that reorganize function generally etc.
