지역주의를 초월했던 건국대통령 이승만

국문 초록

이승만 대통령이 통치하고 있던 건국초기에 지역주의의 병폐는 오늘날처럼 그렇게 심각하지 않았다. 호남출신이 영남지역에서 국회의원에 당선되기도 하고, 반대로 영남출신이 호남지역에서 국회의원에 당선되기도 했다. 그와 같은 정치적 풍토가 유지될 수 있었던 데는 통치자인 이승만 대통령이 지역의 편협한 이해관계에 사로잡히지 않은 전국적인(national) 사고방식을 가진 인물이었다는 사실도 중요하게 작용했다. 그 때문에 그는 지역에 관계없이 능력에 따라 인재를 등용할 수 있었던 것이다. 이처럼 이승만이 지역주의를 초월할 수 있게 된 데는 몇 가지 이유가 있었고, 바로 그러한 이유 때문에 오늘날 우리 사회가 이승만을 재음미해 볼 가치를 가지게 되는 것이다. 첫째로 그는 한국사회를 이해함에 있어서 지역이나 계급 같은 작은 문제보다는 ‘문명’이라는 보다 더 큰 문제의 관점에서 보는 안목을 지니고 있었다. 다시 말해, 그의 주된 관심은 한국사회가 문명사적으로 중국 중심의 전통적인 ‘대륙문명권’에 그대로 남아 있느냐 아니면 미국 중심의 근대적인 ‘해양문명권’에 새로이 편입되느냐 하는 문제에 놓여 있었다. 그 때문에 지역이 나 계급과 같은 사소한 문제에는 관심이 별로 없었다. 그는 대한민국이 ‘해양문명권’에 속해야 한다고 믿었기 때문에 그러한 목적에 필요한 인재라면 지역에 관계없이 등용할 수 있었다. 둘째로 그는 국가생존을 위한 ‘동맹’의 확보라는 보다 더 문제에 주된 관심을 두고 있었기 때문에 지역주의를 초월할 수 있었다. 국제정치를 아는 이승만으로서는 약소국 생존에 필수적인 존재는 동맹국이었다. 그리고 그동맹국은 우리나라에 대한 “영토적 야심”이 없는 강대국이어야 했다. 그러므로 그는 미국과 동맹관계를 유지하는 데 온갖 정성을 기울였고, 그 때문에 지역이나 계급의 문제는 사소한 것으로 보게 되었다. 셋째로 그는 ‘개인’의 자유를 최고의 가치로 여기는 자유주의자였기 때문에 지역주의와 계급주의를 초월할 수 있었다. 지역과 계급에 대한 강조는 개인의 존재를 부정하는 집단주의와 전체주의로 한국사회를 몰고 갈 위험이 있는 것으로 보였다. 그러한 이유에서 그는 한국 땅에 자유민주주의와 시장경제를 이식시키고 정착시키는 거대한 실험에 착수할 수 있었던 것이다.

영문 초록

This paper aims at revealing how and why President Syngman Rhee, the Founding Father of the Republic of Korea, could escape from the pitfall of sectionalism that has continuously devastated its politics ever since his reign was over. Sectional rivalry was not so serious during his administration(1948-1960) of the early nation building period. Congressmen who were born in the Honam area could be elected sometimes from the Youngnam area and vice versa. Such a regionally tolerant political atmosphere could be maintained largely due to President Rhee's political philosophy never moved by a narrow regional nepotism. He was a nation-minded statesman and, therefore, he could appoint the men of capacity to the right places regardless of their regional relationship. There were several reasons in his way of overcoming sectionalism, which are worthwhile for us to reconsider these days. First, he had a grand vision to look at Korean society from the view point of 'civilization' or 'the way of life' rather than such a trivial interest of its classes or geographical areas. In other words, his main concern was whether Korean society should stay in the traditional 'continental civilization' centered around China, or newly enter into the modern 'maritime civilization' centered around the U.S. Therefore, he was not concerned with the trivial matters such as domestic regions or classes. He believed in that Korea should belong to 'the maritime civilization,' and he could choose a person who are necessary for such a cause regardless of his regional origin. Second, President Rhee was concerned with securing an 'alliance' with another country for the survival of Korea. Such a concern made him to move beyond sectionalism. As a statesman who understood the concept of power politics in the world affairs, he knew that for the survival of a weak nation, having an alliance was prerequisite. And the alliance should be a great power which did not have a 'territorial ambition' toward Korea. Therefore, he put much effort to secure and maintain the relationship of alliance with the U.S. For these reasons, the matter of region and class occupied less of his mind. Lastly, he was a political philosopher who believed that individual liberty is the utmost value that we could pursue, and such a belief led him to ignore regionalism and class interest. For him to stress regions and classes involved a danger to lead Korea into a totalitarian or collectivistic society that suppressed individual freedom. As a result, he could start a grand plan to transplant democracy and market economy and make them root into Korean soil.
