국문 초록

이 논문에서 제기하는 기본적인 질문은 왜 국가들은 지구시민사회의 주 행위자인 국제NGO들과 국제안보 거버넌스 과정에서 협력을 추진하는가이다. 즉 어떠한 조건이나 요인들이 이러한 협력을 창출하는가의 질문이다. 이 논문의 목적은 이러한 질문에 답하기 위해 협력의 요인들을 파악하고， 이를 토대로 국가와 국제NGO간 협력관계를 포괄적으로 설명할 수 있는 분석모델을 제시하는 것이다 이 논문에서 제시된 분석모델은 먼저 국제안보 거버넌스의 과정을 네 단계로 나누고 단계별로 국가가 왜 국제NGO의 협력을 유도하는가를 설명하는 견인요인을 파악하였다. 그리고 왜 국제 NGO가 국가에게 거버넌스에의 참여를 요구하는가를 설명하는 압력요인도 분석하였다. 또한 양자간 협력의 진전에 영향을 주는 매개요인을 파악하였다. 이러한 분석모델은 국가와 국제 NGO 각각의 이익과 인센티브에 초점을 맞추어 협력을 포괄적으로 설명하려는 시도이다.

영문 초록

A key research question this paper raises is why states seek cooperation with international NGOs as major actors of global civil society. In other words, the question refers to what conditions or factors produce such cooperation. The purpose of this study is to develop and present a tentative model through which to comprehensively explain cooperation between states and international NGOs on the basis of exploring factors yielding such cooperation. In the model developed and presented in the study, the process of international security governance is divided into four stages, and pulling factors are identified to explain why national governments cooperate with international NGOs in each stage of governance. The study also identifies pushing factors to account for why international NGOs demand to take part in the governance process. In addition, it explores intermediate factors affecting the development of such cooperation. To develop such a model is an attempt to comprehensively explain cooperation between states and international NGOs by focusing on their respective interests and incentives.
