노인복지서비스의 문제점과 활성화 방안에 관한 연구

국문 초록

우리나라는 세계 최저수준의 출산율과 가장 빠른 고령화의 진행으로 2000년 65세 이상노인이 전체인구의 7%를 넘어서 고령화사회(aging society)가 되었고, 2018년에는 65세 이상 노인이 전체 인구의 14%가 넘어 고령사회(aged society)가 될 것으로 예상하고 있다. 영국, 일본, 미국, 독일 등 사회복지 선진국의 경우 이미 오래전에 고령화 사회가 시작되면서 많은 비용과 시간, 시행착오를 거치며 고령화 사회에 대비한 준비를 해 왔고, 이제는 괄목할 만한 수준에 이르게 되었으나 우리나라의 경우는 2000년 고령화 사회로 진입한 이래 26년 만에 초고령 사회로의 진입이 예상되므로 이에 대한 대책이 시급한 실정이다. 따라서 선진국의 재가노인복지서비스의 현황 및 문제점을 분석 한 후, 우리나라의 재가노인복 지서비스와 비교하여 우리의 실정에 맞는 재가노인복지서비스를 제공할 수 있는 방안을 모색이 필요할 것이다.

영문 초록

Korea already came to reach an 'Aging society' due to the low birth rates and an increase of average of life expectancy. The number of people over age 65 reached 11 percent of Korean total population in 2010. Within 8 years, the number of people over age 65 is expected to reach 14 percent of Korean total population. Advanced countries such as England, Japan and the USA already prepared the measures for an aging society through the process of trial and error by spending a great deal of money and time. They have reached a remarkable level. The preparation for an 'Aged society' should be necessary in Korea as well since Korea had entered into an 'Aging society' in 2000 and is expected to reach 'Aged society' around 2018. This study analyzes the current welfare service of the elderly people and suggests the suitable services for Korea. The problems of welfare service for the elderly people are lack of the selection criteria, professional human resources and financial supports, limited service due to regional inequality and so on. There are five ways to improve the welfare service of the elderly people in the study.
