국문 초록

북한은 1990년대 중반 '고난의 행군' 이후 체제유지와 더불어 경제회복이 국가정책의 양대 아젠다가 되었다고 볼 수 있다. 한편 2010년 9월 노동당 대표자회의를 통하여 김정은 후계체제를 공식화하면서, 당의 조직을 정비하였다. 이러한 상황에서 김정일시대 북한 경제엘리트의 변동현황과 특성을 통일부와 조선중앙통신의 자료로 분석하였다. 그리고 포스트 김정일 체제 의 경제정책을 전망하여 보았다. 분석결과 북한의 경제엘리트는 정체(노령화)되어 있고, 해당분야에 풍부한 경험을 가진 전문가들이며, 특히 최고층 경제엘리트의 경우 보수 성향을 지니고 있었다. 최근 당대표자 회의에서 경제엘리트의 파워를 과거에 비해서 키웠지만, 여전히 경제엘리트의 위상은 정치엘리트에 못 미치고 있다. 이와 같은 북한 경제엘리트의 특성이나 위상으로 보아, 북한 경제체제의 전환이나 개혁은 기대하기 어렵다. 다만 김정은으로의 성공적인 정권이양을 위하여, 북한은 향후 경제정책을 보다 폭넓고 빠르게 경제체질을 개선하는 방향으로 추진할 것으로 전망된다.

영문 초록

It is possible to say that the North Korean regime maintenance and economic recovery are main agendas of North Korea's policies since mid-1990s. On September 20 10, North Korea formulated Kim Jung-eun as a successor to Kim Jong-il and reorganized the Workers' Party of Korea. In this situation, I tried to analyze current status and features of the economic elites in North Korea. I analyzed data collected from South Korea's Ministry of Unification and North Korea's Central News Agency. And I tried to view the post-Kim regime's economic policy. The result of analysis, I saw that the economic elites were stagnant(ageing) and they were technocrats who had abundant experiences in their fields. Especially the highest economic elites were conservative in their views. Although North Korea strengthened the power of economic elites, they are still less powerful than political elites under the North Korean regime. It is difficult to expect that North Korean economic system will be reformed because of these status and features of the economic elites. In conclusion, I view that North Korea go ahead improving her economy intensively for the successful transfer of the power.
