김정일 시대 공안기관의 사회통제 강화와 한계

국문 초록

북한이 대내외적으로 위기에 봉착해있으면서도 여타 사회주의권 국가들처럼 붕괴되지 않고 유지되는 이유는 여러 가지로 설명될 수 있으나 그 중 가장 큰 요인은 절대적 중앙집권제라고 할 수 있는 수령중심체제를 중심으로 공안기구를 통한 통제정책이 확고하기 때문이라 하겠다. 즉 북한은 대내외적 상황의 변화에 따라 주민통제 시스템을 재정비 하고 각 공안기관별 역할을 재조정하면서 기관 간 상호 검열하는 구조를 형성하고 있기 때문에 아직까지도 체제가 유지되고 있는 것이다. 예를 들면, 북한은 사회질서 유지를 위해 문제의 소지가 있는 사람은 그 경중에 따라 정치범 수용소에 수감하며 연좌제를 통하여 당사자뿐만 아니라 그 가족까지 종신 강제노동수용소에 수감하는 등 당사자만 처벌하는 것이 아니라 그 주변 환경까지 완전히 제거하고 있다. 즉 북한의 사회 통제 정책은 근본적으로 사회로부터의 완전한 격리라는 공포감을 활용하고 있는 것이다. 이에 본 논문은 북한 공안기관이 맡고 있는 사회통제의 강화가 작금의 북한의 위기를 극복하고 체제를 안정시키는데 효과적으로 활용되고 있는지를 살펴보고자 한다. 또한 북한이 물리적 통제력이라 할 수 있는 공안기관을 통한 사회통제가 체제를 유지시키는데 있어서 그 한계가 있는지에 대해서도 고찰하고자 한다.

영문 초록

Socialist countries have implemented social control policies by using an intelligence and security agency under a strong and centralized hierarchical system centering around a communist party. Many former socialist countries went through disintegration and system transformation in the 1990s. However, North Korea is still up and coming and maintains a socialist system. The study aims to examine characteristics and changes in intelligence and security agencies including People's Security Service, National Intelligence Service and Defense Security Command, representative security agencies in North Korea. Intelligence and security agencies in the earlier stage of North Korea were thoroughly used to establish Il-seong Kim leadership system. Since then, the organization and functions of the intelligence and security agencies in North Korea have focused on maintaining the Il-seong Kim leadership system and preventing anti-Il-seong Kim groups from being formed. Overall, the North Korean intelligence and security agencies during the era of Il-seong Kim have fulfilled their original obligations including public security and order maintenance while helping Il-seong Kim stay in power and controlling North Korean residents and high-ranking officials. The intelligence and security agencies in North Korea enabled personal rule by one man in the earlier stage of North Korea by exercising a mighty power play ing an essential role in stabilizing the communist system in North Korea. The North Korean intelligence and security agencies during the era of Jeong-il Kim have taken charge of a wide range of obligations including border control, the customs and operations against South Korea in addition to their basic security mission including public security and order maintenance while preventing social chaos from taking place in advance.
