국문 초록

본 연구는 여성가족패널의 1차년도 자료를 이용하여, 주당 10시간 이상 보육.교육서비스를 이용하는 미취학아동 가족을 대상으로 이들의 보육.교육서비스 유형 선택에 영향을 미치는 요인을 다항로짓분석을 통해 살펴보았다. 분석결과는 다음과 같다. 첫째, 모의 노동시간이 길수록 친인척보육을 이용할 가능성이 높으며, 보육시설이 다음이고, 유치원과 학원의 가능성이 가장 낮았다. 둘째, 가족이 저소득층일수록 다른 보육형태보다 보육시설을 이용할 가능성이 높은 것으로 나타나고 있었다. 마지막으로 성인가구원 수가 많을수록 기관 이용보다는 친인척보육 이용 가능성이 높고, 아동의 연령이 높을수록 기관 이용 가능성이 높아지는 것으로 나타났다. 이러한 결과를 바탕으로 다음과 같은 정책적 함의가 도출된다. 첫째, 보육시설이용에 있어서 취업모기준을 강화하고, 보육서비스가 전일제 및 초과근로 등을 하는 여성들에게도 잘 대응할 수 있도록 정책적 대응이 필요하다. 둘째, 보다 근본적으로는 부모가 일과 가족을 양립할 수 있는 노동시장 환경이 조성되어야 할 것이다. 셋째, 정부의 지원을 받는 육아지원기관이 민간 학원과 구분되는 공공서비스로서 기능할 수 있도록 지원확대와 홍보가 필요하다. 마지막으로, 미취학아동 가족에 진정한 의미의 서비스 선택권을 보장하기 위해서는 저렴하고 질 높은 서비스에 대한 접근성이 보편적으로 보장되어야 할 것이다.

영문 초록

This study examines the factors influencing childcare choice of families with preshool children who use childcare service more 10 hours a week. The first wave data of Korean Longitudinal Survey of Women & Families were used for multinomial logistic regression analysis. The findings of the study are as follows. Firstly, the mothers with longer working hours were most likely to use personal carers, and they prefer childcare facilities to kindergartens or for-profit private institutes (hakwon). Secondly, the poor and near-poor families tend to use childcare facilities more than other types of childcare. Thirdly, the number of adults in the household was positively related to the use of personal carers, and Lastly, parents were more likely to choose institutional childcare for older children. Some policy implications were discussed based on the results of the study. First, implementation strategies for childcare facilities were needed to accommodate full-time and overtime working mothers. Secondly, more family-friendly atmosphere at workplace and in society as a whole should be established which supports child-rearing of parents. Lastly, child-rearing facilities with governmental support and supervision (that is, childcare facilities and kindergartens) should be recognized as public service and more support and extensive promotion were needed for these child-rearing facilities distinguishable from for-profit private institutes.
