사회복지실천에서의 문화적 역량과 측정도구에 관한 고찰

국문 초록

국제결혼의 증가와 외국인 이주 노동자의 유입 등으로 다인종 다문화 사회로 급속히 이행하고 있는 한국사회는 이러한 변화에 대처하기 위한 사회복지 차원의 실천적 개입을 필요로 하고 있다. 그러나 기존의 제반 사회서비스는 내용과 전달체계에 있어 대부분 내국인 위주로 설계되고 시행되어오고 있어 우리 사회의 급속한 다인종, 다문화사회로의 변화를 반영하고 있지 않다. 이러한 다문화 사회로의 변화에 조응하는 사회복지 실천에 있어 가장 중요한 요소들 중의 하나는 문화적 역량(cultural competence)에 관한 것이다. 1980년 초반부터 문화적 역량에 관한 논의가 시작된 미국에 반해, 우리는 2007년부터 관심을 갖기 시작한 것으로 조사되었고, 아직까지 우리나라의 문화적 역량에 관한 연구는 미흡한 실정이다. 본 연구에서는 문화적 역량에 대한 개념, 역사적 전개과정, 구성요소 및 문화적 역량에 관한 국내의 선행연구를 개괄하여 본다. 이와 더불어 서비스 제공 주체의 문화적 역량의 수준을 측정하는 측정도구를 소개하였다. 더불어 다문화와 관련한 휴먼서비스가 급증하고 있는 시대적 환경을 고려하여 볼 때, 우리나라의 상황에 맞는 문화적 역량 측정도구를 개발하려는 노력의 필요성에 대한 논의를 하였다.

영문 초록

Korea’s rapid transformation into a multiethnic, multicultural society has been due to sharp increases in international marriages and an increasing influx of immigrant workers. However, Korea’s social welfare system, which has been designed and implemented mainly for Koreans, is ill-equipped to address such racial, cultural, and social phenomena. In this regard, one of the most important themes in social work should be “cultural competence.” Cultural competence has been discussed since the late 1980s in the West, but it is a relatively recent concept in Korean society. Thus, few studies have examined this topic in the Korean context. In this regard, this study introduces the notion of cultural competence, discusses the historical development of cultural competence, and provides a brief review of cultural competence research in Korea to determine the key components of cultural competence. In addition, the study introduces some methods for analyzing cultural competence that are expected to be useful for determining various socio-demographic, cultural, and economic changes in Korea as the country continues to undergo its dramatic transformation.
