국문 초록

본 연구의 목적은 기업단위 패널자료를 구축하여 장기간의 기업 현직교육 훈련투자가 노동생산성에 미치는 효과를 국가적 차원에서 실증적으로 규명 하는 것이다. 이를 위해서, 국가에서 운영하는 대표적인 패널자료인 한국신 용평가(Korea Information Service - Financial Accounting System: KIS-FAS) 의 1990년에서 2007년까지의 패널자료를 사용하였다. 나아가 노동생산성에 중요한 역할을 했으리라 판단되는 기업의 역량 등과 같은 누락된 변수 (omitted variable) 또는 관찰할 수 없는 변수(unobservable variable)로 인해 발생하는 모수의 편의(bias)문제 등을 해결할 수 있는 연구모형을 활용하여, 장기간의 기업 현직교육훈련 투자와 노동생산성간의 관계 및 그 효과를 실 증적으로 규명하였다. 그리고 연도별 기업 현직교육훈련투자에 대한 노동생 산성 변화추이를 살펴봄으로써 우리나라 현직교육훈련의 유형을 살펴봤다. 패널자료 분석결과, 기업은 현직교육훈련 투자를 통한 인적자원개발을 장 기적으로 이루어질 때 노동생산성을 향상시키는 것으로 나타났다. 그리고 우리나라 기업 현직교육훈련의 유형은 장기간 인적자본축적에 따른 누적적 인 영향을 보일 수 있는 것이 아니라 단기적인 성격이 강함을 간접적으로 알 수 있었다. 이러한 연구결과는 국가적 차원에서 기업 현직교육훈련을 활 성화시킬 수 있는 기초자료로서의 역할을 한다는 점에서 의미가 있다.

영문 초록

The Purpose of this study is to investigate the effect of long-term Firm On-the-Job-Training on labor productivity at national level. To achieve this goal, the panel data from 1990 to 2007 provided by Korea Information Service-Financial Accounting Systems(KIS-FAS), a representative panel data managed by the government was used. Furthermore, this study positively confirmed the relations and effect of long-term Firm On-the-Job-Training on labor productivity, applying a research model to solve the problems from bias of parameters caused by omitted variables and unobservable variables, which are thought to have a huge influence on labor productivity. The change of labor productivity depending on the investment in Firm On-the-Job-Training by year was also examined to investigate the types of Firm On-The-Job-Training in Korea. According to the analysis result of the panel data, long-term human resource development should be constantly carried out to improve labor productivity. It was inferred that the type of Firm On-the-Job-Training is short-term rather than a long-term one with the accumulation of human capital. This study result is significant in that it plays an essential role as a basic data to activate the Firm On-The-Job-Training at national level.
