교무행정전담부서 구성에 대한 교원의 인식

국문 초록

이 연구의 목적은 교원업무를 경감하기 위한 방안으로서 교무행정전담부서 구성에 대한 교원의 인식을 분석하는데 있다. 구체적인 연구의 목적은 교원업무경감에 대한 개념과 의미를 규정하고, 교원업무경감을 위한 방안으로 교무행정전담부서 구성에 대한 요구를 분석하며, 이러한 분석을 바탕으로 교무행정전담부서 구성에 대한 교원들의 인식을 조사하여, 시사점을 제시하는 것이다. 연구결과는 다음과 같다. 첫째, 교원들의 실제적인 업무과중에 대한 지각의 정도는 높은 것으로 나타났고, 주요 원인으로는 과다한 공문처리였다. 둘째, 교무행정전담부서의 구성인력으로 신규인력보다는 기존의 보조인력인 교무보조와 전산보조를 활용해야 한다는 의견이 주를 이루었으나, 비담임교사 활용에 대해서는 응답률이 낮았다. 전담부서의 신규인력으로는 교육청 지원인력이나 인턴강사를 투입해야 한다는 의견이 높게 나타났다. 셋째, 교감중심 또는 행정실장중심의 교무행정전담부서 구성에 대한 선호도는 교감중심의 교무행정전담부서를 구성하는 방안이 더 긍정적인 것으로 나타났다.

영문 초록

The purpose of this study was to analyze teachers' perception on constructing a teachers' administrative department of school affairs in order to reduce teachers' work load. To do so, the study explored the concept and meaning of the reduction of teachers' work load, analyzed needs of constructing a teachers' administrative department and teachers' perception on it, and provided its implications. Research conclusions were as follows. First, teachers perceived the burden for their tasks to be great, because of the length of time it took them each week to deal with official documents. Second, the personnel being used for the department were mostly existing assistants such as administrative assistants (for teachers) or information and technologies personnel and not assistants specifically hired for the department. (This was done in spite of the fact that it was considered not advisable to use non class teachers for the department and new personnel, assistants from local educational offices and intern teachers were highly recommended.) Third, the construction of a teachers’ administrative department centered on vice principals was accepted by teachers more than one centered on the head of the administrative room.
