국문 초록

한반도에서 분단 이후 남과 북의 정부는 각기 다른 관점에서 서로 다른 내용을 포함하는통일방안을 표방하여 왔으나, 1998년 김대중 정부 집권 이후 한국에서는 통일정책보다 대북정책을 우선시하여 통일방안에 대한 강조가 상대적으로 덜 하였다. 현 단계에서 남과 북의체제경쟁과 마찬가지로 통일정책과 통일방안을 통한 경쟁은 소모적이며 비생산적임이 입증되었다. 한반도에서의 통일환경은 독일과 마찬가지로 특수하게 주어지는 것이기에 통일정책의 결과로 통일이 이루어지기는 어려울 것이다. 독일은 상황을 판단하는 지도자의 안목과 추진력 및 열강을 설득하는 외교적 능력의 총합으로 통일의 위업을 달성할 수 있었고, 이는 한반도 상황에서도 마찬가지가 될 것이다. 그러나 한국이 서독처럼 되기 위해서는 경제력과 군사력 및 외교력을 배양해야 하는 과제가 중차대하며, 비현실적인 통일방안을 주창하기보다큰 통일원칙만 마련하고 유사시 행동계획과 실행 계획을 수립하는 것이 시급하다. 또한 통일의 목표에 있어서도 민족공동체 복원과 완성의 단계를 뛰어넘어 민주적 소양을 지닌 세계시민으로 글로벌 공동체를 선도하는데 목적을 두며, 이를 위해 통일의 전제로서 한국정부는 북한정부에 공식적으로 기본적 인권과 정치적 의사표현의 자유를 확대할 것을 촉구하는 정책적 전환이 요구된다.

영문 초록

The South and North Korea have been demanded their own device for unification in Korean Peninsula after division of Korean Peninsula in 1948, but the South Korean government’s efforts for the Unification after Kim Dae Jung’s government’s launch in 1998 has relatively weak, for they stressed on the policy toward North Korea than Unification policy. Throughout the periods of the past governments in Korean peninsula, competition for unification policy and unification devices in both Koreas is proved to be nonproductive one like the competition for the superiority of the system between the two Koreas. Thus it is evident that the achieving the unification in Korean peninsula will not through the unification policy than the accident outcome like the Germany. Germany had done her assignment with coordination of a couple of elements, leadership, and capability of diplomacy, and this trend will be likely to happen in Korean Peninsula. However Korea needs to enlarge her economic, military, and diplomatic capacities for becoming like the West germany, and needs to establish grand strategy for unification and emergency plan. With these general principle, the goals of unification will also concentrate to guide to people as a global citizen who has democratic mind yielding to national identity and revitalization of national community. For this, it is needed that Korean government will be asked to demand basic human right and the freedom of political expression to North Korean government as the precondition for the unification in Korean peninsula.
