국제 금융위기에 대한 중국의 대응과 국가능력

국문 초록

2008년에 시작된 미국발 금융위기의 여파로 중국경제 역시 큰 위기를 맞았지만, 2009년 하반기 이후 중국경제는 빠른 회복세를 보이기 시작했고 경제성장 목표치 8%를 초과한8.7%를 달성하였다. 중국의 빠른 위기회복에 대해 중국 내부의 평가는 물론이고, 외부에서도 세계경제의 위기완화에 결정적 기여를 했다는 긍정적 평가가 지배적이다. 중국은 또한 경 제위기로 인해 오래전부터 안고 있던 여러 가지 사회문제가 더욱 악화되는 위험도 극복한것으로 평가된다. 이 글은 중국정부의 국제 금융위기에 대한 성공적 대응 사례를 강한 국가능력이 발휘된 사례로 평가하였다. 지난 30년간의 개혁개방 과정에서 중국의 국가능력과 국가성(stateness)의 성격은 부단히 변해왔지만, 기본적으로 강한 국가능력이라는 본질에는 큰변화가 없었다. 이번의 위기극복 사례도 정부의 강한 정책자율성과 집행능력, 그리고 지도부에 대한 국민적 지지가 잘 확인된 사례라 할 수 있다. 이번 위기극복은 또한 중국 지도부가수년 전부터 추진해오던 당의 통치능력 강화와 조화사회 건설론과 같은 새로운 통치이념의대중적 수용이 더욱 강화되는 계기를 제공하였다. 외부로터 유입된 경제위기에 대한 성공적대응의 결과가 이미 오래전부터 누적되어 온 중국사회 내부의 불안 요인을 적절히 통제할수 있는 정치적 기회로 작용한 셈이다. 물론 이번 위기극복의 효과가 중장기적으로 중국사회의 안정과 경제성장의 지속성을 담보해주지는 못할 것이다. 하지만 단기적으로 금융위기의여파가 중국의 통치안정과 국민의 정치적 지지를 확대시키는 역설적 결과를 가져왔다는 사실은 분명해 보인다.

영문 초록

In the aftermath of the financial crisis by the United States began in 2008, the Chinese economy also confronted many challenges, but beginning in the second quarter of 2009, it began to show a fast recovery, and it accomplished 8.7% economic growth in excess of the government`s goal of 8 %. On the Chinese fast crisis recovery, the prevailing assessment is positive in and outside the country that China makes a decisive contribution to easing the crisis of the global economy. Also China is praised to get over a risk that its various social problems might get worse by the economic crisis, which the country has long had. This paper evaluates the example of the Chinese government’s successful policy to the global financial crisis is an example that a strong state capacity exhibits. In the process of its reform and opening up during the past three decades, the nature of the strong state capacity fundamentally has not changed. In this example of the crisis recovery, the government’s strong autonomy of policy and its executive capability, and the support of the people to the leadership could be found out well, too. Also this crisis recovery gave opportunity that the popular acceptance of new governing ideologies such as raising the ability to govern of the Party and a construction theory of the harmony society, which the Chinese leadership had pushed ahead for years, was bolstered. The results of successful response to the economic crisis worked as a political opportunity that could aptly control risk factors inside the Chinese society. Of course, this effect of the crisis recovery won’t be able to guarantee a stability of the Chinese society and a durability of the economic growth in the long-term. But it seems obvious that an aftereffect of the financial crisis produces paradoxical results increasing the Chinese political stability and the people’s supports in the short term.
