‘사회자본’에 대한 경제학적 접근

국문 초록

종래 경제학에서는 주목하지 않았지만, 중위의 사회적 관계들을 표현하는 것이 ‘사회자본’ 개념이다. 사회자본은 특정 집단 내 혹은 사회 전체에서 배태된 신뢰관계를 통해 획득할 수 있는 자원(결속력과 상승작용)이면서, 자율적 주체들로 형성되는 사회 질서이기도 하다(외부 연계과 완전성). 물론 집단의 이익 추구가 사회적 폐해를 낳을 경우도 있다. 이 양 측면을 포괄하기 위해서는 ‘자본’으로서의 ‘사회자본’을 다시 생각할 필요가 있다. 따라서 약자 집단의 힘이 커져 갈 경우 집단 간에 서로 감시하고 견제하는 길항적 집단의 존재, 사회 전반의 질서를 유지하는 제도ㆍ법률이 꼭 필요하다. 한편 자본이란 극복의 대상이지만 또 결핍도 문제인 근대성의 핵심 요소이다. 그러므로 근대적 자본으로서 사회자본을 육성할 필요성도 있다. 집단의 자생력 성장, 대외 연계 및 길항력을 키우는 데에 사회적 지원이 필요하다.

영문 초록

Lots of researches were accumulated about ‘social capital’ out of economics. We can analyse diverse social relations with the help of this meso-concept. It is the resources which we acquire as a embedded member(bondage and synergy) and the social benefit and order as a autonomous individual(linkage and integrity). Group activities not only make good to overall the society, but some groups can make harm also. This is the conflicting aspect of social capital. Therefore we must regard social capital as one of the capital which pursues the profit. So when the groups of the minor or the weak are getting their strength, there must exist another competitive groups and social institutions and laws to defend social justice. The deficiency of social capital is a problem too as one essential factor of modern society. So we must foster it in a society or internationally. Social assist must be provided for raising diverse social groups in order to help the social capabilities and linkage of the weak and the minor, so to get equilibrium and social order.
