해외 고등교육 정책연구의 동향 분석

국문 초록

본 연구는 고등교육과 관련된 주요 국제기구 및 해외 연구기관에서 발간한 정책연구 보고서 분석을 통해 그 연구동향을 파악해 봄으로써, 향후 보다 합리적이고 타당한 국내 고등교육 정책수립과 이를 위한 추가적 연구 필요영역에 대한 시사점을 제시하는데 그 목적을 두고 있다. 이를 위해 연구대상으로 선정된 14개의 국제기구 및 해외 고등교육 연구기관에서 최근 10년간(2000～2009) 발간한 총 438편의 고등교육에 관한 정책연구 보고서를, 연구진이 고안한 새로운 분류기준에 따라 주제별․시기별․지역별로 분석하였다. 분석 결과 해외의 고등교육 정책연구는 차별 없는 교육기회의 확보를 중심으로 교육소비자인 학생에 대한 연구가 가장 활발하게 이루어지고 있었고, 국제화가 확산되는 상황에서 국경을 넘는 교육의 질 보장, 국가/비교연구에도 많은 관심을 쏟고 있음을 확인할 수 있었다. 한편 이러한 전반적 동향은 시기별 각국 정부(혹은 국제기구)의 정책적 관심과, 지역별 특성에 따라서 보다 다양한 양상으로 나타나고 있었다. 이러한 분석 결과를 바탕으로 본 연구는 국내 고등교육 정책연구의 경우에도 (1) 거시적․시스템적 효율성 제고 이슈뿐만 아니라 보다 다양한 주제 영역에 걸쳐 연구가 체계적으로 추진될 필요가 있고, 아울러 (2) 현안 문제만이 아니라 폭넓고 장기적 시야를 가지고 미래에 쟁점이 될 수 있는 제반 이슈를 보다 적극적으로 발굴하여 연구를 추진할 필요가 있음을 결론으로 제시하고 있다.

영문 초록

This study is aiming to analyze higher education policy studies published from 2000 to 2009 around the world in order to understand research trends and to draw some useful implications on future higher education policy making and research in Korea. To achieve this goal, 438 policy studies from 14 higher education research institutes and international organizations were selected and analyzed by topic, period, and region based on the classification scheme developed by the authors. The results of the analyses show that student related topics, in particular equity/access issue, were the most frequently studied topic, followed by quality assurance for cross-border education. In addition, the reviews of national higher education systems and comparative policy studies also attracted considerable attention in the context of growing importance of globalization. This overall trend, however, varied depending upon the regions, and study periods concerned in the study. The findings of the study suggest that the directions of the future Korean higher education policy studies put more focus on (1) institutional issues rather than system-level ones and also on (2) potential policy issues that may emerge in the future Korean society, not just limited to currently challenged issues.
