지방공공재에 대한 수요와 공공성 추정

국문 초록

본 논문은 Bergstrom and Goodman(1973) 의 전통에 따라 우리나라 기초자치단체의 지방공공재애 대한 수요함수를 추정한다. 수요함수는 총재정지출에 대한 수요와 부문별 재정지출에 대한 수요로 구분하고 시, 군, 자치구의 자치단체유형별 로 추정한다. 또한 추정결과를 이용하여 해당 공공서비스의 공공성을 산출한다. 특히 효용극대화 모형에 부합하는 조세가격변수는 총재정지출에 대한 중위투표자의 조세부담액임을 도출하고 지방공공재에 대한 수요가 조세가격에 관하여 비탄력적임을 제시한다. 우리나라 기초자치단체가 제공하는 공공서비스의 공공성을 추정한 결과, 지방자치단체의 유형에 관계없이 총재정지출뿐 아니라 분야별 지출까지 대부분의 경우에 공공서비스는 사적재적 특성을 갖지 않으며 오히려 혼잡가능공공재의 특성을 갖는다. 공공성의 크기에 있어서 시와 군은 실질적인 차이가 없지만 시와 군의 자료를 통합하여 산출한 공공성은 자치구의 공공성에 비하여 상대적으로 크다. 마지막으로 시·군의 경우 경제개발비가 사회개발비에 비하여/ 시회개발비는 사회보장비에 비하여 공공성이 크다는 결론을 제시한다.

영문 초록

This paper derives the demand function for local public goods following the Bergstrom and Goodman(1973) tradition and clarifies the tax price as the taxpayer's share of the total budget. We estimate the demand functions for various types of local expenditures of Si, Gun and Gu and show that price elasticities are less than one and statistically significant, in general. Using the regression coefficients, we calculate the publicness parameters and test their null hypotheses that the local public services are pure public goods and private goods. Both hypotheses for the parameters of total expenditures as well as expenditures of specific categories are mostly rejected，which implies that the local public goods have the characteristics of excludable pupublic goods rather than private goods. Also Si-Gun's degree of congestion is lower than Gu's but Si and Gun have no difference in degree of congestion. Finally, in Si-Gun, the degree is lower for economic development expenditures than for social development expenditures, and much lower than for social security expenditures, as expected.
