국문 초록

본 연구의 목적은 고등교육 개혁과 연계된 호주의 고등교육 재정 배분 제도를 분석하여 한국에 주는 시사점을 탐색하는 것이다. 이를 위해 기관단위 지원제도 인 연방정부교부금제(CGS)와 학생단위 지원제도인 HELP제도의 개혁 사례를 분석하였다. 분석의 결과 CGS는 협상형과 수식형의 특성을 반영한 재정지원 제 도였다. 이러한 CGS가 한국에 주는 시사점은 첫째, 고등교육 개혁을 위해 국가 는 대학에 대한 적극적인 조정과 통제의 역할을 수행해야 하며 둘째, 대학의 특 성화와 지방대학 역량 강화 등과 같은 사업은 한시적인 사업단 운영 등을 통한 재정지원은 효과적이지 못하기 때문에 장기적이고 안정적인 지원이 이루어질 수 있는 제도를 구안해야 할 것이다. 셋째, 사업단 중심 재정지원은 교육 여건 분야 개선 사업 등과 같은 단기간에 성과가 나타날 수 있는 분야를 중심으로 제한적으 로 운영될 필요가 있다. 마지막으로 한국의 취업 후 학자금 상환제도는 학생의 여건 등에 따라 이자 상환 부담을 면제하거나 완화시켜 줄 수 있도록 제도를 다 양하고 정교하게 발전시킬 필요가 있다는 점 등이다.

영문 초록

The purpose of this article was to find some implications by examining Australian public finance allocating system for higher education which can be applied to Korean higher education setting. To do this, Commonwealth Grant Scheme(CGS) and HELP programs were analyzed, which have been considered as the two major income sources of Australian higher education providers. The implications of this study can be summarized as follows; First, the funding mechanism of Australian Government for higher education providers, Commonwealth Grant Scheme, can be characterized by formula funding system based on the negotiation between Commonwealth Government and each university. The system can be mutually beneficial to both sides in that they can reflect their concerns when making the funding agreement. Second, Korean government should have its roles clear for reforming higher education sector as Australian Government works through the negotiation process under CGS. Third, a market based funding mechanism may not be appropriate for projects such as ‘building university diversity’ and ‘making better universities in regional areas’ as they require long-term period funding. Lastly, a new student support program in Korea has begun in 2010, which can be expected to help students with financial problems. However, the program needs to be carefully elaborated by reflecting students' individual circumstances including levels of academic achievement.
