국문 초록

2009년 12월 현재 공공 사회복지전달체계는 보건복지가족부 ‘희망복지전 달체계’의 시행과 행정안전부의 ‘사회복지인력·조직의 개선’으로 운용되고 있 다. 현 개편안에서는 종전 참여정부의 주민생활지원서비스체계에서 지방자치 단체의 조직개편을 통하여 서비스를 제공하고자 한 방식을 탈피하여 접근성 문 제의 해결을 더욱 강구하고 있으며, 복지서비스의 확충을 위한 시·군·구, 동 조직의 재편으로 나타나고 있다. 이에 본 연구는 공공 사회복지전달체계의 개 편안을 살펴보고 희망복지전달체계에서 지자체 별 복지서비스 확장으로 전환 하는 사회복지조직의 개편방안 및 변화전략을 고찰하고, 민관협력과 서비스의 연계 구도에서 복지인력 확충을 중심으로 하는 발전 방안에 대하여 제언하고 자 한다.

영문 초록

The study aimed to look into the reform aspects of the public social welfare delivery system, and propose the reorganization plan by discussing the reform plans of the current hope welfare delivery system and the way to improve its operation. As of July 2009, the current direction in operating the social welfare delivery system is to implement the Ministry of Health and Welfare’s ‘hope welfare deliver system’ and improve the Ministry of Public Administration and Security’s ‘the reform of social welfare workers and organizations’. This focused on the reorganization into the form of ‘neighborhood branch services’ centered on one-stop, integrated connection services in that the participatory government constructs the administrative basis in order to adopt the ‘public service delivery system’ and provide comprehensive and integrated services. Meanwhile, the current reform plans consider more integrated services and solutions for accessibility problems in a way of providing the service focused on the reorganization of local government from the previous public service delivery system, but it is regarded as the reorganization of local government(City, County, and District)about the expansion of social welfare service. To this end, the study aims to look into the reform plans of Korean public social welfare delivery system which is turning to intensify the function of the social welfare service of each local government(Gu and Dong) and to expand welfare workers, as well as through discussion on the strategy for its changes propose reorganization plans based on the private and governmental cooperation and service connection.
