국문 초록

본 연구는 시·군·구사회복지협의회와 지역사회복지협의체의 역할분담 및 연계 모형을 개발함으로써 지역사회복지 증진을 도모하는 데 목적이 있다. 현 재 기초자치단체에 시·군·구사회복지협의회와 지역사회복지협의체가 법정기 구로서 구성·운영되고 있다. 두 기구의 역할 및 기능이 명확히 정립되지 않아 서비스의 중복과 사각지대가 발생하고 있으며, 예산과 인력의 낭비 등으로 사 회복지서비스의 효과성 및 효율성을 저하시키는 결과를 초래하고 있다. 이에, 지역간담회 및 면접조사를 통해 현재 시·군·구사회복지협의회와 지역사회복 지협의체의 관계를 “무관계”, “갈등관계”, “협력관계”, “보완관계”의 유형으로 분류하고, 관계에 따른 모형을 “양립모형”, “연계모형”, “통합모형”으로 개발하 였으며 모형에 따른 역할분담을 제시하였다. 결론에서 본 연구가 갖는 실천적, 정책적 함의에 대하여 논의하였다.

영문 초록

The purpose of this study is to promote community social welfare by developing role sharing and connective model between Si-gun-gu social welfare council and community social welfare council. The Si-gungu social welfare council and the community social welfare consultative group are being now formed and operated as the legal organization in local government. Role and function in two organizations are not established. Thus, a case of deteriorating effectiveness and efficiency in social welfare service is happening due to the overlapping of service, to the occurrence of blind spot, and to the extravagance of budget. Accordingly, through regional meeting and interview survey, it classified the relationship between Si-gun-gu social welfare council and community social welfare council now into types in “relationship of none,” “relationship of conflict,” “relationship of cooperation,” and “relationship of supplementation,” developed the connective model according to relationship into “compatible model,” “connective model,” and “integrative model,” and suggested role sharing in two organizations according to model. In conclusion, it discussed about practical and policy-based implications that this study has.
