유로존 가입이 동유럽 국가의 거시경제에 미치는 영향

국문 초록

최근 다수의 동유럽 국가들이 EU에 가입하였으며, 이들 국가의 유로존(Eurozone) 가입도 점차 확대될 전망이다. 유로존과 통화통합을 할 경우 각국은 경제성장 기반 확충이라는 긍정적인 효과 이외에 경기변동성 확대라는 부정적인 영향도 예상할 수 있다. 본 연구에서는 동유럽 국가의 유로존 가입이 이들 국가의 거시경제에 미칠 영향을 경기변동성을 중심으로 분석한다. 이를 위해 동유럽 국가의 경제적 충격을 공급충격과 수요충격으로 구분하고 이들 충격과 기존 유로지역의 상관관계를 추정한다. 분석대상국가로는 체코, 슬로바키아, 헝가리, 폴란드, 에스토니아, 리투아니아, 라트비아 등 7개국이며, 분석기간은 1995년~2007년이다. 실증분석 결과에 따르면 동유럽 국가의 공급 및 수요충격은 기존 유로지역과 상관계수가 상당히 낮으며, 이러한 경향은 최근까지 지속되는 것으로 나타났다. 이는 향후 동유럽 국가의 유로존 가입이 이들 국가의 경기변동성을 확대할 가능성이 크다는 것을 의미한다. 따라서 이들 국가는 유로존 가입이전에 정부의 재정건정성을 확보하여 유용한 재정정책을 실시할 수 있는 여건을 조성할 필요가 있다고 판단된다.

영문 초록

Recently several central and eastern European countries joined the EU, and their adoption of the euro is expected to occur in the near future. The monetary integration with the euro area could cause negative impacts such as rising economic fluctuations as well as positive effects like increasing economic growth. This paper analyses the negativesideof themacroeconomic impact of joiningtheeurofor thecentral andeastern European countries, especially focusing on the business cycles. We divide the economic shocks into supply and demand shocks, and estimate the correlation coefficients between central and eastern European countries and the euro area. The countries analogized in this paper is Czech Republic, Slovakia, Hungary, Poland, Estonia, Latvia and Lithuania, and the sample period is 1995~2007. Empirical results show that the correlation coefficients between central and eastern European countries and the euro area are very low both in the supply shocks and demand shocks, and no sign of increasing correlation is observed. This result indicates that the adoption of the euro for the central and eastern European countries could cause increasing economic fluctuations. As a preparation to avoid this problem, the central and eastern European governments may need to strengthen their budget balances and postpone the time of joining the euro area.
