국문 초록

본 연구는 한국사회의 전통적 가부장적 문화와 사회체제 속에서 교육, 취업, 결혼, 성 ․ 가정폭력, 문화생활 소외 등 여성장애인들에게 나타나는 차별양상과 1990년 이후 장애인운동 내에서 여성장애인문제가 제기 된 계기 독자적인 운동을 표방하면서 활동했던 단체들과 주된 이슈들, 운동과정 속에서의 성과와 한계를 살펴보고 나아가 여성장애인운동의 향후과제를 고찰한 것이다 연구결과는 다음과 같다 첫째, 여성장애인을 둘러싼 구조적인 문제는 장애인을 대하는 부모의 부정적인 양육태도와 우리사회의 장애인에 대한 편견 때문으로 장애인은 자립의지를 가지지 못할 뿐만 아니라 사회의 구성원으로서 살아가는 데 장애요서를 가지고 있었다 둘째, 여성장애인은 신체적 ․ 정신적 장애가 있다는 사실만으로 ‘정산적인 육체와 정신’의 기준에서 미달된 존재로써 가치절하 되어 왔으며, 출생이후 지속적으로 교육, 직업, 결혼, 폭력, 문화생활 등 모든 영역에서 차별적 상황에 노출되어 있었다 셋째, 1990년 이후 남성장애인운동 내에서 장애를 가진 여성들은 장애인운동에서 가장 이슈가 되었던 시설 내에서 발생하는 성폭력사건을 사회에 알리면서 여성장애인문제를 전반적인 여성문제 속에서 바라보아야 한다는 문제제기를 하였으며, 이로 인해 여성장애인만의 독자적인 움직임이 필요 하였다 넷째, 여성장애인문제에 대한 의식을 가지고 운동을 표방하고 물꼬를 튼 ‘빗장’은 주간모임과 정기모임을 통해 여성장애인 의식화교육을 하였으며, 교육, 결혼, 고용 등 여성장애인문제를 특화시켜 사회에 이슈화시켰다 다섯째, 한국 최초의 여성장애인의 독자적인 조직을 구성하고 여성장애인운동을 활성화시킨 ‘장애여성공감’은 교육, 노동, 성 등 매년 주제를 달리하여 여성장애인 문제를 사회에 열려내었다 여섯째, 전국적 연합체를 구성하여 여성장애인운동을 확산시킨 ‘한여장연’은 여성장애인의 권리의식증진을 의한 의식화교육을 하였으며, 나아가 성폭력상담소와 보호시설을 개소하여 상담, 법률 ․ 의료적 지원 등 서비스 등을 제공하였다 일곱째, 여성장애인운동의 성과는 교육, 노동, 결혼, 모성, 폭력 등 여성장애인들의 문제를 사회에 이슈화하여 독자적인 운동을 하였으며, 여성장애인운동 10여년을 되돌아 볼때, 여성장애인운동이 교육, 모성, 경제, 결혼 등 다양한 주제별 운동을 하였으나 여전히 조직적이고 체계적이지 못한 한계가 있다 이상 같은 연구결과에서 다음과 같은 향후 과제를 제시할 수 있을 것이다 첫째, 여성장애인에 대한 실효성 있는 정책을 수립하고 이를 시행하기 위해서는 기본적으로 여성장애인에 대한 정확한 통계자료를 밝혀야 한다 둘째, 주체적이고 독립적인 생활을 영위하는 데 필요한 여성장애인의 교육수준 향상을 위해 공교육의 의무화, 정규교육의 기회 확대, 사회교육 강화, 평생교육을 위한 지원을 이끌어내야 한다 셋째, 여성장애인들은 서로 다른 상화에서 각기 다른 욕구를 가지고 있는데, 장애유형별 여성장애인들의 문제를 해결하려는 방안을 모색해야 한다 이 연구는 이론적 측면에서 여성장애인에 관한 역사적 사실을 정리한 시발점이 될 것이고, 실천적인 측면에서는 여성장애인의 현실과 운동을 조명하고 실천적 대안을 제안하는 데 기초자료로 제공될 것으로 사료된다

영문 초록

This paper examines discrimination against disabled women in education, employment, marriage, sexual and domestic violence and cultural activities, which has relevance to patriarchism, conventional culture in Korea This paper also investigates the momentum that women with disabilities became an issue in the disabled people's movement and the relevant organization as well as main issues in this field Finally, the fruit and limitations of disabled women's movement are discussed Major findings are as follows, First, parent's negative attitude in nurturing and social bias are shown to discourage Second, women with discriminated in education, employment, marriage, violence and participation of cultural activities Third, there has been an argument that disabled women should be viewed in the context of women's problems since the sexual violence incident which occurred in one residential facility for disabled people in the 1990s Fourth, 'Bitjangeul Youn Saramdul(People who remove crossbars)' an activist group for women with disabilities, has conducted education for critical consciousness to disabled women through regular meetings and attempted to make the disabled women problem a social issue focusing on the discrimination in education, marriage and employment Fifth, a group of disabled women organized 'Jangae Yosung Gonggam' and have attempted to communicate with the society mainly through play and writing Sixth, 'Korean Disabled Women United', a nationwide organization for disabled women's movement, works in order to promote consciousness-raising of women with disabilities Seventh, disabled women's movement has made some progress in the sense that disabled women problems eg discrimination on education, labor, marriage, maternity, and violence started to attract public eyes after organizations and activist groups for women with disabilities were established A number of relevant research with diverse topics has been conducted and published including work about relevant laws, policy and institution The results of paper implicates that following problems should be solved First, reliable statistical data on women with disabilities should be collected for effective policy making and its implementation Second, relevant policy and institution should take into account particular needs of women with disabilities Third, as to women with disabilities, public education should be provided as compulsory education and regular school ,education should be expanded This paper might have implications in the sense that research is a beginning in the summarizing history of disabled women problems from a theoretical perspective and also examiners reality of disabled women and disabled women's movement providing practical solutions
