국문 초록

정부의 외환시장 개입은 일반적인 인식보다 훨씬 크고 변동성이 높은 재정비용을 수반한다. 외국환평형기금의 적자를 포함하지 않는 기존 정보재정수지는 재정건전성을 실제보다 과대평가한다. 외평기금 수지는 현금주의 방식으로 측정했을 때 2000년대 모든 연도에서 적자를 기록했다. 외환시장안정용 국채는 금융성 채무로 기록되지만 외평기금 적자 보전을 위해 사용되는 부분은 사실상 정자성 채무다. 2008년 기준 외평기금 누적적자는 23.2조원으로 공식 통계 적자성 채무의 17.5%에 달한다. 외평기금 손실의 구조적 요인은 자금 조달금리와 자산 운용금리 간의 격차와 누적손실로 인한 추가 부채에 따른 비용이었다. 이 외에 환율변동에 따른 평가손, 파생금융상품투자에 따른 손실도 기금손실의 요인이었다. 발생주의 관점의 기금 수지라 할 수 있는 당기순손익의 경우 환율 움직임에 따른 변동성이 크게 나타났다. 2004년과 2008년에는 파생금융상품투자에 따른 손실이 각 4.5조원 발생했다. 외환시장 개입의 또 다른 수단인 통화안정증권은 국채인 외환시장안정용 국채와 수익구조가 유사하다. 이를 근거로 추정한 통화안정증권의 재정비용은 GDP의 4% 수준에 달했다.

영문 초록

This paper examines the fiscal costs of foreign exchange intervention in Korea during the 2000s Except for the crisis periods (1997-1998, 2008), the focus of intervention has been on boosting export competitiveness by slowing the devaluation of the local currency. The primary source for financing such intervention is the issuance of government bonds, the proceeds of which are earmarked to a public fund. This fund has run deficits during every year in the sample period, mostly due to the difference between the borrowing costs and the yields on its assets. As the loss has been financed by additional debts, the fund deficit has further increased. In addition, the fund made huge losses from off-shore derivative investments. The Bank of Korea has also carried out sterilized intervention with the Monetary Stabilization Bond(MSB) as a major tool Reflecting the large surpluses in the current and capital accounts during this period, the balance of MSB has snowballed. This has become another source of concern since MSB had a cost and yield profile similar to that of the government intervention fund.
