국문 초록

우리나라에서 장애인생활시설의 인적자원관리에 대한 관심은 매우 낮았다. 그러나 2001년부터 생활재활교사의 2교대제 도입으로 이에 대한 관심이 고조되고 있다. 본 연구의 목적은 장애인생활시설의 인적자원관리 실태를 파악하고 이를 바탕으로 하여 효과적인 인적자원관리 방안을 제시하여 시설보호의 질적 향상에 기여하는데 있다. 장애인생활시설의 인적자원관리는 세 영역 즉, 직원관리 영역, 임금·복리후생 영역, 인재육성 영역으로 구분하고자 한다. 세 영역의 실태는 기존의 조사연구, 시설평가 결과자료, 일부 시설 방문조사 등의 방법으로 파악한 결과 전반적으로 인적자원관리가 취약한 것으로 파악되었다. 효과적인 인적자원관리를 위해서는 여건이 마련된 일부 시설부터 인사고과제도 즉, 시설직원의 평가제도의 도입이 필요하다. 아울러 직원관리 영역에서는 시설에 적합한 인재 확보, 적절한 배치와 근무조 편성, 승진의 공정성 확보의 노력이 필요하다. 임금·복리후생 영역에서는 적정 수준의 임금 확보, 법정외 복리후생 프로그램의 확대가 요구된다. 인재육성 영역에서는 낮은 직위의 직원연수 강화, 현장 활용중심의 연수 실시, 직원의 자기계발 노력에 대한 지원 강화 등이 필요하다.

영문 초록

Since 2001 when two-shift a day working system for care personnel in institutions for people with disabilities in Korea, the human resource management has taken a growing interest. The purpose of this study is to identify the actual conditions of human resource management in institutions for people with disabilities and to draw up an effective plan for human resource management in order to improve the quality of the residential care for the disabilities. The human resource management in institutions for people with disabilities includes three areas : Personnel management. Wage & welfare, and Supporting qualified workers. We examined these three areas through reviewing some existing research data and evaluation results of some institutions, and visiting interview of some other institutions. We concluded that the overall human resource management in institutions for people with disabilities were not very effective. For effective management for human resources, an evaluation system for job-performance of each personnel should be introduced. Additionally, we recommended some strategies in three areas of human resource management. First, for the personnel management area, recruitment for qualified worker in accordance with each institution's function, pertinent personnel arrangement, work-team organizing and justified promotion system were needed. Second, for wage & welfare area, resonable levels of wage and additional welfare programs should be actualized. Third, it is necessary to train workers in lower position, to carry out field-centered training and to support self-development efforts of workers in the area of supporting qualified personnel.
