국문 초록

직업재활 서비스를 실시하는 기관이 많아지고, 역할이 다양해지면서 기관들간의 연계는 필수적인 과제가 되고 있으며, 직업재활에서의 연계는 성공적인 직무배치에 도움이 되므로, 직업재활실시기관간의 연계는 장애인 고용활성화를 위해 반드시 제고되어야 한다. 현재 보건복지부와 노동부의 이원화된 체계로 업무의 중복이나 분화가 예상되기 때문에 합리적이고 효율적인 직업재활사업이 이루어지기 위해서는 행정적, 구조적 시스템에 대한 연구가 필요하다. 따라서, 본 연구는 직업재활실시기관의 역할과 기능을 알아보고, 기관간의 연계실태를 파악하여, 장애인 고용활성화를 위한 연계방안을 모색하는데 목적을 둔다. 직업재활실시기관에서는 연계의 필요성에 대해 인식하고 있었으나 전달체계의 이원화, 담당인력의 부족, 전달체계 부족, 의사소통기회의 부족, 연계지침의 부족 등으로 인해 연계가 활발하게 이루어지지 않고 있었다. 따라서 직업재활실시기관 종사자들의 정기적인 모임을 통해 의사소통을 활발히 하고, 동일한 체계 구축과 연계를 위한 지침 마련 등을 통해 직업재활실시기관간의 연계를 촉진시킬 수 있을 것이다.

영문 초록

It has been necessary to link inter-agency since the more vocational rehabilitation agency is various, the more vocational rehabilitation service is diverse. And it is useful to link inter-agency in successful placement, so should be considered with active employment for the persons with Disabilities. Because of the Korean vocational rehabilitation administration system separated with ministry of health and welfare and ministry of labor, it takes duplication and eruption. Accordingly. it is important to study on system and administration of rational and effective vocational rehabilitation. Therefore, the purpose of this paper is to study on seeking the method of active partnership inter-agency by understanding role and function of vocational rehabilitation agency and surveying the real status partnership. Although most of agencies were conscious of the necessity of partnership, actually not often. It was analyzed because of the separated system, the deficiency of staffing, and the lack of communication with agencies. Accordingly, partnership with vocational rehabilitation agencies should be promoted through the regular meeting, preparing a guide or instruction for partnership, and setting up service delivery system.
