국민기초생활보장 비수급 빈곤 장애인 가구의 규모 추정 및 생활실태

국문 초록

본 연구는 2007년의 한국복지패널 2차 조사 자료를 바탕으로 최저생계비 보다 소득이 낮은 장애인가구 중 비수급 장애인가구의 규모와 비수급의 원인을 실증적으로 분석하여, 사각지대에 놓여 있는 비수급 빈곤 장애인가구의 기초생활을 보장하기 위한 개선방안을 모색할 목적으로 수행되었다. 분석 결과 공공부조금액을 제외한 경상소득을 기준으로 하였을 때 장애인 빈곤가구율은 23.8%로 우리나라 전체 빈곤가구율 13.4%에 비해 훨씬 높게 나타났다. 또한 기초보장 수급가구로 선정되어 보호 받고 있는 가구는 빈곤 장애인 가구 중 56.7%에 불과하고, 나머지 43.3%(전체장애인가구의 10.3%)의 가구가 비수급 빈곤 장애인가구로 추계되었다. 또한 가구주가 여성인 경우, 고령일수록 특히 빈곤할 확률이 높고, 장애정도가 중증이면서 중소도시나 농어촌의 가구일수록 빈곤할 확률이 높았다. 또한 비수급 빈곤 장애인 가구의 소득이 오히려 수급 장애인가구에 비해서 비슷하거나 오히려 적다는 점도 확인하였다. 극단적인 생계곤란 경험에서는 기초보장 수급 장애인 가구가 더 높았지만 역으로 비수급 빈곤 장애인가구 중에는 돈이 없어 병원에 못가고, 겨울에 난방을 못할 정도의 가구가 있다는 사실도 확인하였다. 이에 따라 비수급 빈곤장애인가구를 줄이기 위해서는 부양의무자의 부양능력 판별기준의 현실화, 기본재산액 수준의 재조정 및 환산율의 현실화, 그리고 일반가구와의 상대적 수준이 유지될 수 있도록 하는 최저생계비 조정 노력이 필요하다.

영문 초록

The public assistance scheme plays important role in income maintenance for poor disabled people. Based on data set of 2007 Korean Welfare Panel Study, the purpose of this study is to analysis the size, composition and characters of poor disabled people excluded from the public assistance, and determinants of the disabled peoples' participation in it. Findings of the study can be summarized as follows. Limited numbers of poor disabled(10.3%) are financially protected by the public assistance and 43.3% of poor disabled peoples are non-recipient poor of National Basic Livelihood Security Program. And it was identified that non-recipients poor disabled people are actually in desperate need of public aids considering their serious financial conditions. Coverage in public assistance among the disabled is more affected by socio-demographic factors that reflect household conditions than by economic factors, which is mostly caused by the strict eligibility criteria of the public assistance that reinforces family duty of financial support for the disabled relatives in Korea. Policy implications for more effective income security for poor disabled include revising inappropriate eligibility criteria of the National Basic Livelihood Security Program concerning family obligations, expanding the coverage of the disability allowance for poor disabled to near-poor disabled, and providing social services to non-recipient poor disabled.
