In Korea, the threat posed by state-sponsored terrorism has a long history, which can be traced back to August 15th in 1945, when Korea gained its independence from the colonial state under Japan. This indicates that Korea has been both directly and indirectly exposed to terrorist attacks since long before the international community stood under the threat of some Arab terrorists group. The patterns and characteristics of North Korea's terrorism are as follows: North Korea sought legal and illegal strategies through underground organizations during the time when the South Korean government was established. In the post-Korean war restoration period, North Korea seemed to struggle for national reconstruction and peace keeping. In the ‘North Korean Revolutionization period’, the Northern regime consolidated its terroristic base, sending spies and fostering pro-leftist radicals in the other Korean peninsula. In the two-level strategy period, the North ostentatiously pretended to make peace, while simultaneously committing blatant and indiscriminating terroristic attacks against South Korea. In the reconciliation period, the North ramped up its capability and reserve forces targeting South Korea by taking advantage of spies and pro-leftist radicals fostered in the revolutionization period. In the defense period, the North temporarily suspended its terrorist activities, partly influenced by the fall of communism in the East European countries. In the current pragmatic period, the regime is in pursuit of state-sponsored terrorism. This type of state-sponsored Cyber-terrorism by the North first originated from Mi-rim University, founded in 1981 under the instruction of the deceased Kim Il-sung. Currently, about one hundred cyber-terrorists are produced at the Kim-il Military College. These terrorists are employed as military officers and are dispatched to various departments to carry on their duties as members of cyber-war and cyber-terrorist groups. The status of these people are as follows: automation aides in the military units, military officer of the Chief Command Department, of the Reconnaissance Bureau, of Unit 121, of Ministry of People’s Military Power, of Room 35 of the Research Department of the secretarial bureau of the Labor Party, of the Liaison Department, of the Psychological Warfare Department, and of the Enemy Communism Office. These members are highly threatening in that they pose or are likely to pose cyber-terrorist threat against South Korea with their base-camps in three northeast provinces in China. Especially since 2000, North Korea has been bolstering their IT industry and obtained substantial technological capabilities. It also strengthened its fragile infrastructure by investing more in such fields as computers and the Internet, which resulted in technological development in software programs, information technologies and the Internet. North Korea’s software technology is estimated to have reached world-class level. And considering this situation, this study focused on addressing legal, institutional and technological measures for prevention of cyber-terrorism, since it is hard to respond after an attack occurred by North Korea.
