국문 초록

본 논문은 독일 평생교육이 동서독 통일과정에서 파생된 문제를 어떻게 다뤘는지 살펴봄을 통해 한국 평생교육이 남북한 통일과정에서 직면하게 될 문제를 다루는데 필요한 시사점을 얻는데 그 목적이 있다. 구동독에 이식된 민주주의·시장경제 체제 학습, 구동독인의 노동시장 재진입, 다양한 영역에서의 개인적응 지원 등 통일과정에서 파생된 문제에 대응하는 과정에서 독일평생교육은 적지 않은 한계를 드러냈다. 그럼에도 불구, 서독의 평생교육은 독일통일이라는 급변시기에 독일사회 뿐 아니라 각 개인이 문제에 대응하는 과정에서 중요한 역할을 수행했다. 대규모 실업 상황에서 노동시장 긴장 완화를 통해 사회적 경제적 갈등을 줄이고 새로운 생산 활동에 필요한 인력을 준비하는 역할을 감당했다. 또한 실업에 직면한 개인에게 직업을 보충하는 사회적 활동 기회를 제공해 노동시장 재진입에 필요한 능력 개발을 지원하는 등의 기능을 충족시켰다. 이러한 측면에서 독일 평생교육은 한국 평생교육이 남북통일과제에 대응하는데 필요한 다양한 시사점을 제공한다.

영문 초록

The topic of this thesis is to explore how lifelong education in Germany has dealt with the various challenges in the unification process of Korea. Lifelong education in Germany shows many problems and limitations in dealing with the challenges from unification. They include introducing democracy / market economy to the East Germans supporting reemployment of East Germans into the labor market and providing individual support for social adaptation, etc Nonetheless, the findings of this thesis showthat lifelong education in Germany has contributed not only to the German society but also to each individual by helping them deal with the problems coming from the turbulent period of unification. Lifelong education in Germany has played and important role in reducing social and economic tension of labor market in high unemployment. Besides, lifelong education has contributed to unemployed individuals by giving them more chances to improve their vocational qualifications for labor market and supporting personal and social competence to sustain social relationships. In this respect lifelong education in Germany has various implications for the Korean lifelong education in the unification process.
