성별영향평가를 통한 주민자치센터 활성화 방안

국문 초록

본 연구는 성별영향 평가를 통해서 주민자치센터 운영의 활성화 방안을 마련하는데 있다. 이를 위해서 주민자치센터의 사업기획에서부터 집행, 평가에 이르기까지의 전 과정을 성별영향평가 분석틀에 의거하여 분석함으로써 주민자치센터의 프로그램의 참여가 저조한 대상을 찾아내고 이들의 참여를 통해서 주민자치센터의 활성화하기 위한 방안을 제시하고자 한다. 본 연구는 2008년 5월1일부터 5월 30일까지 전국주민자치박람회에서 우수 주민자치센터로 선정된 6개소와 야간프로그램을 실시하는 1개소의 담당공무원과 주민자치위원회의 위원장 또는 간사 등을 대상으로 1-2시간 동안 심층면접을 진행하였다. 연구결과 각종 보고서나 정책 자료에 성별분리 통계를 작성하지 않고 있었다. 그리고 정책의 입안단계로부터 사업의 결정, 예산편성, 정책의 집행과 정책홍보 방식, 정책평가 단계에 이르기까지 모든 과정에서 이용자의 성별에 따른 욕구의 차이에 대해 관심을 가지지 못하고 있었다. 또한 전체 주민자치위원 중 여성위원의 비율이 1/3을 넘도록 권고하는 조례의 제정에도 불구하고 여성위원의 비율이 30%를 초과하지 못하고 있다. 따라서 주민자체센터가 모든 주민들에게 혜택을 제공하려면 다음과 같은 개선이 요구된다. 첫째, 지역주민, 특히 여성의 역량을 강화함으로써 자치능력을 향상시키고 여성위원의 비율을 50%로 증가시키는 등 주민자치위원회를 혁신시켜야 한다. 둘째, 이용자의 욕구를 반영할 수 있는 참신하고 전문적 프로그램을 개발해야 한다. 셋째, 직장 여성이나 남성의 참여를 촉진시킬 수 있는 방안을 모색하여 남녀 평등한 주민참여를 모색해야 한다. 넷째 우수 프로그램에 대한 차등적 예산지원을 통해서 주민자치센터 활동을 지원해야 한다. 끝으로 현재의 인력구조로는 전문적인 프로그램의 기획 및 운영이 미흡할 수밖에 없는 상황을 고려할 때 운영전담 인력을 채용하는 등 효율적인 행정지원체계를 수립해야 할 것이다.

영문 초록

This research aims at formulating plans to revitalize operation of the resident self-activity center through a gender impact assessment. It analyzes the entire process of formulation, execution, and evaluation of programs of the resident self-activity center depending on the criteria of the gender impact assessment’s analysis. As a result, it intends to find the residents who do not participate in the programs of the resident self-activity center and promote their participation in order to present the plans to revitalize operation of the resident self-activity center. During one to two hours from May 1st to 30th, 2008, this research executed semi-structured interview of government employees in charge and chairmen or secretaries of resident committees from six resident self-activity centers, which were evaluated as superior, and a resident self-activity center, which provides night programs. This study found that they did not provide separate statistics depending on gender for various types of reports and policy data associated with the resident self-activity center. Consequently, they failed to pay attention to different desires of different genders of the center during the entire process of its policy formation, business decision, budget organization, policy execution, policy promotion, and policy evaluation. Moreover, among the committee members, the percentage of female members belonging to the committee related to the activity of the center were less than 30%, even though there exists the law saying that the percentage of female members in the committee should be higher than 30%. Therefore, in order to provide benefits to all residents, the resident self-activity center must improve as follows: Most of all, the government must make female members empowered and reform resident committees by increasing the percentage of female chairmen to 50%. Secondly, it must develop new and professional programs which can reflect desires of participants. Additionally, it should promote residents to join more in the activity or programs of the center, regardless of gender, by finding ways to persuade working women and men into joining in the activity or programs of the center. Furthermore, it should support residents’ activities in the resident self-activity center by providing higher budgets to excellent programs. Finally, it must reform the current manpower structure in the center to have adequate organization and to execute the professional programs by, for example, hiring employees who can take complete charge of ad! ministration so that the resident self-activity center could establish an efficient administrative support system.
