국문 초록

최근 예멘 자폭테러 및 시시각각 전 세계 곳곳에서 불특정 다수를 겨냥한 흉포화된 테러들이 발생하고 있는 현실 속에서 테러 예방 및 대응에 관한 중요성은 날로 더해가고 있는 실정이다. 국제적 테러리스트의 대상에서 결코 대한민국과 국민들이 자유로울 수만은 없다는 사실을 일련의 테러 사건들을 통해서 알 수 있게 되었으며, 이러한 상황에 대한 국가적 차원의 대비와 사전 준비가 필요성은 더욱 절실함을 인식하게 되었다. 국가중요시설은 그 중요성과 비중에 대비하여 볼 때, 비교적 손쉽게 테러에 노출되어 있는 현실을 우려하지 않을 수 없다. 더불어 주로 특수경비원과 청원경찰 중심의 인력 위주로 이루어지고 있는 국가중요시설 경비는 대테러 업무에 관한 상당한 취약점을 가지고 있음을 인정하지 않을 수 없다. 무엇보다도 국가적 안위에 막대한 비중을 차지하고 있는 국가중요시설에 대한 대테러 업무에 있어서 철저한 대비는 실로 국가적으로 중요한 사안이라 할 수 있겠다. 이로 인하여 특수경비원 및 청원경찰의 대테러 업무 능력 함양에 있어서 양적·질적으로 실질적 사전 대비 훈련이 절실히 요구되며, 신속히 정보를 사전에 파악하고 대처할 수 있는 첨단화된 기계경비시스템을 통합적으로 도입, 적용하여 보안 및 검문검색을 보다 더 강화시키는 등 대테러 업무 수행을 강화시켜야 할 필요성이 대두되고 있다. 따라서 본 연구는 국가중요시설 경비에 관한 대테러 업무에 있어서의 현 실태와 이에 대한 발전 방안을 제시하는데 목적을 두고 있다.

영문 초록

Violent terrors against anonymous mass targets over the globe at unpredictable frequencies such as the latest Yemen suicidal bombing case are being executed and the importance of terror prevention & its counter-measures are emphasized stronger than ever. Latest cases have revealed the reality that Korea and its citizens are not free from the international terrorism and how urgent it is to prepare national level of counter-measures for such potential threats. Amongst targets of terrorism, national landmarks possess symbolic values and it is matter of great concern how they are easily exposed to terrorism in spite of their relative importance. In addition, we cannot deny the fragility of their security provided from defense guards or defense police who are not specialized in counter-terror operation. It is matter of above all national issues to execute flawless preparation of counter-terror operation over national landmarks where immeasurable importance of national security is concerned. For such mission, practical trainings in both quantity and quality must be planned out for current defense forces and integrated mechanical protection system is required to reinforce entrance inspection and activate prompt determination of counter-measures against analyzed information. This report covers actual state of counter-terror operation over national landmarks along with its security status and therefore proposes suggested scheme.
