국문 초록

최근 21세기 국제관계의 특징은 과거의 전통적인 ‘힘의 균형’(balance of power) 개념보다는 다양한 이해관계의 조화와 균형을 이루게 하는 소위 ‘균형의 힘’(power of balance) 개념으로 이해해야 한다는 견해가 주목받고 있다. 이는 오늘의 국제적 현안들을 해결하기 위해서는 그 어느 때 보다 긴밀한 국제공조와 협력이 요구되는 상황임을 의미하나, 기존의 국제기구들은 현실적 요구를 따라가지 못하는 실정이며, 무력수단도 국가의 독점물이 아니라 테러조직, 범죄조직 등 비국가 조직 또는 개인에 의해서도 사용될 수 있다.이런 불안정하고 불투명한 세계추세에 능동적으로 대처해 나가기 위한 길은 결국 군사력의 강화와 군사적 유대관계의 확대로 나타날 수밖에 없을 것이다. 동북아의 역동적인 군사정세는 바로 이러한 세계추세의 장기 전망에 대한 반응이라 할 수 있다. 한반도의 불안하고 불안정한 정세는 앞으로도 상당기간 지속될 것으로 보인다. 따라서 한국은 주변안보환경 변화에 맞춰 한국적 변환전략을 적극 추진하지 않으면 안 된다. 특히 다음과 같은 점을 유념해야할 것이다. 첫째, 가장 절박한 당면 과제는 북한의 핵무기를 완전히 제거해야 한다. 둘째, 미래지향의 국방역량 확보를 위해 범정부적인 국가적 차원에서 국방개혁을 지원해야 한다. 셋째, 평소부터 한미동맹 관리를 철저히 하고, 장기적인 안목에서 국제 안보 및 평화 이슈들에 대한 국제공조활동에 적극 참여해야 한다. 넷째, 한국은 평시부터 주변국들과 북핵문제, 북한급변사태, 한미동맹, 지역다자안보협력 등에 대한 전략대화를 직접․간접으로 추진하여 이들 문제들에 대한 한국의 기본입장을 분명해 해 두어야 하며, 통일한국의 군사정책이 결코 주변국어느 누구에도 위해가 되지 않을 것임을 충분히 인시시켜 나갈 필요가 있다. 끝으로, 이런 상황에서 한미 양국은 지금 2012년 4월 17일부로 전작권을 한국군으로 이양하고 한미연합사를 해체하는 것은 재검토되어야 한다.

영문 초록

It is widely held that the term ‘power of balance’ has evolved as a new concept to replace or supplement the traditional ‘balance of power’ in explaining and framing the characteristics of contemporary international relations. The ‘power of balance’ refers to the capacity of an international actor to create a state of harmony or balance of interests and concerns among diverse players in international relations. While the new trends in international relations demand for closer international cooperation, the existing framework of international institutions is, for the most part, incapable of responding to the demand. More importantly, the means of using violence —ﾛonce monopolized by nations-states — is now in the hands of non-state actors such as terrorist, criminal groups, or even individuals. The diffusion of power away from nation-states may create a substantial increase in complexities and instability of the international relations in the years ahead. The Northeast Asian military dynamism, as we have witnessed in recent years, may indeed be meant to represent the efforts of the countries in the region to cope with the newly developing global security environment that tends to become more complex and unstable. The situation on the Korean Peninsula cannot be an exception. Against this background, South Korea needs to promote its own ‘transformation strategy’, taking the followings into careful consideration. First, the North Korean nuclear weapons, the foremost concern of South Korea, should be eliminated, completely and verifiably. It should be the South’s paramount objective of national security strategy. Second, not only should South Korea continue to make utmost efforts to sustain the ROK-US alliance, but also be well prepared to offer greater contributions to the international peace making efforts. Third, the South Korean defense authority is advised to promote a longer-term defense reform initiative which takes into account the recent military trends, global and regional. Moreover, the reform initiative should be fully supported by government budget and national consensus. Fourth, the South Korean government should make every effort to persuade its neighbors that its defense reform initiative is not to be inimical to any one of them. In this respect, both bilateral and multilateral approaches are needed in creating a more secure and stable security environment around the Korean Peninsula.
