국문 초록

이명박 정부의 부동산 정책은 불로소득 환수 정책을 무력화하고, 규제를 무차별적·급진적으로 완화하며, 도심내 공급확대 정책을 적극 추진한다는 점에서 시장만능주의 정책의 전형이다. 정책의 진정한 목적이 시장경제의 효율성을 높이는 것이 아니라 부동산·건설 경기를 부양함으로써 부동산 소유자들과 건설업자들을 이롭게 하는 데 있기 때문에, 토건국가 이데올로기에 포섭된 시장만능주의 정책이라고 해야 보다 정확하다. 보유세 강화 정책을 무력화시킨 것은 정책의 수레바퀴를 거꾸로 돌린 어리석은 결정이며, 무차별적·급진적 규제 완화를 통해 공급확대를 추진하는 것은 부동산 시장의 불안정성을 증폭시킬 우려가 큰 위험한 정책이다. 본 논문이 제안하는 대안은 국토보유세 도입, 건설업 구조조정을 통한 국공유지 비축 및 공공주택 건설 활성화, 주거 빈곤층을 우선시하는 실효성 있는 주거 복지 정책 시행 등이다.

영문 초록

The Lee Myung-bak administration's real estate policies are rooted in the market fundamentalist paradigm. The underlying purpose of these policies is not to increase the efficiency within the market, but rather they aim to boost the real estate and construction market thus giving significant advantage to real estate owners as well as house builders. The recent decision to reverse the last government’s attempts to strengthen land value taxation can be criticized as retrograde. Supply expansion policy by the sudden and reckless deregulation can increase instability of the real estate market severely. In contrast to these policies, the author suggests alternatives. It is more than necessary to set policies to restore land value taxation in a further developed form; to actively promote the structural adjustment process within the construction business; and to implement an effective housing welfare system which prioritizes the poor without shelter.
