영문 초록

The government of Russia is presently adopting Western-style democracy and market economy both in politics and economy. however, the political and economic situation of Russia at the present time shows the significant gap between the ideal and the reality, which undermines the development of its local governments. This paper intends to raise some essential issues concerning the controversial political course that the current Russian government has taken because they appear to be crucial in diagnosing and solving the problems thet Russia faces now. 1. Is the Russian government headed for the centralization or decentralization? 2. What is the essential issue in the federal system of Russia? 3. How the local governments in Russia have developed? 4. How the treaties between the central government and local governments across Russia affect or influence the development of local autonomy? In order to make an approach to these issues, this paper discusses the problems such as the centralization and decentralization of Russian political system, the disequilibria in the Russian federalism, and the characteristics of Russian politics and the Russian experiments of decentralization. This discussion finally led to the following conclusions : First, ever since the collapse of Soviet Union, the Russian leadership took a lukewarm attitude toward the local autonomy. Second, The central government of Russia continued to strike unequal treaties with its local governments with the purpose of placing them under its control. Third, President Putin introduced the four reform measures to reinforce the centralization of his government.
